Background of Item:
The Florida Department of Health is authorized by Chapter 401.113 Florida Statutes to
provide grants to local agencies for the purpose of improving and expanding pre -
hospital emergency medical services ("EMS") within The State of Florida. The purpose
of this grant is to assist the Department of Fire -Rescue in improving and expanding
EMS by purchasing seven (7) cardiac monitors.

A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING GRANT FUNDS IN
THE AMOUNT OF $172,280.00 CONSISTING OF A GRANT AWARDED FROM THE
STATE OF FLORIDA'S DEPARTMENT OF HEALTH, EMERGENCY MEDICAL
SERVICES ("EMS") TRUST FUND TO IMPROVE AND EXPAND PRE -HOSPITAL EMS
PROGRAMS; ESTABLISHING SPECIAL REVENUE ACCOUNT TITLED "EMS
MATCHING GRANT AWARD — M8052" IN THE AMOUNT OF $172,280.00, WITH A
REQUIRED MATCH FROM THE CITY OF MIAMI ("CITY") IN AN AMOUNT NOT TO
EXCEED $57,427.00, FOR A TOTAL AMOUNT OF $229,707.00; ALLOCATING THE
CITY'S MATCHING FUNDS FROM ACCOUNT NO. 11000.184010.896000.0000.00000
FOR THE PERIOD BEGINNING MAY 19, 2020 AND ENDING JUNE 30, 2021;
FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE
ANY NECESSARY DOCUMENTS, ALL IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, TO IMPLEMENT THE ACCEPTANCE, APPROPRIATION, AND
COMPLIANCE WITH SAID GRANT.
WHEREAS, the City of Miami ("City") has been awarded a grant in the amount of
$172,280.00 ("Grant") from the State of Florida's Department of Health, Emergency Medical
Services ("EMS") Trust Fund to improve and expand pre -hospital EMS programs ("Program");
and
WHEREAS, matching funds from the City in the amount of $57,427.00 are required as a
condition of the Grant and are available from Account No. 11000.184010.896000.0000.00000;
and
WHEREAS, the City's Department of Fire -Rescue intends to improve and expand EMS
services by purchasing seven (7) cardiac monitors; and
WHEREAS, it is appropriate for the City Commission to accept the Grant, establish a
Special Revenue Account, allocate the matching funds, and authorize the City Manager to
negotiate and execute any and all necessary documents, all in a form acceptable to the City
Attorney, to implement the acceptance, allocation, and compliance with the Grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized to accept Grant funds in the amount of
$172,280.00 consisting of a grant awarded by the EMS Trust Fund, with required matching
funds from the City in an amount not to exceed $57,427.00, for a total amount of $229,707.00 to
improve and expand the Program.
Section 3. The funds received from the EMS Matching Grant Award - M8052, in the
amount of $229,707.00, will be placed in Fire Services account number 11000.434000.184010.
Section 4. Funds for the City's required Match in an amount not to exceed $57,427.00
are allocated from Account No. 11000.184010.896000.0000.00000.
Section 5. The City Manager is further authorized' to negotiate and execute any
necessary documents, all in a form acceptable to the City Attorney, to implement the
acceptance, appropriation, and compliance with said Grant.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
