WHEREAS, the City of Miami ("City") is a diverse community; and WHEREAS, the City Commission wishes to ensure that all segments of the City have a full, fair, and meaningful opportunity to participate in contracts as City vendors; and WHEREAS, to that end, it is necessary to know the extent of Black, Hispanic, Women, Lesbian, Gay, Bisexual, Transgender, Queer or Questioning, Intersex, Asexual or Allied ("LGBTQIA"), and other minority owned business participation with City contracts at both prime and subcontractor levels; and WHEREAS, a disparity study will afford means to determine the extent of such participation; and WHEREAS, the underlying factors that cause any disparities in participation must be demonstrably identified and analyzed so that steps can be taken to address these factors and thereby lessen and eliminate such disparities; and WHEREAS, the City Commission desires to obtain information from said study to evaluate the continued equality of opportunity in City contracting and to ensure no improper disparity exists in the award of City contracts; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Commission hereby directs the City Manager to take any and all step necessary to conduct a disparity study regarding contracts with City vendors for Black, Hispanic, Women, LGBTQIA, and other minority owned businesses including preparation of an analysis of cost to determine whether the development and issuance of a Request for Proposal or other competitive solicitation for a consultant to conduct the study is financially feasible or whether the disparity study should be conducted internally by City staff. Section 3. The City Commission further directs the City Manager to report back to the City Commission. Section 4.
