Establish Special Revenue - Coronavirus EMS Response Project
Purpose of Item:
Resolution to establish a Special Revenue Project entitled "Coronavirus EMS Response
Project" consisting of a grant from the United States Department of Homeland Security
("DHS") Federal Emergency Management Agency ("FEMA") passed through the State
of Florida Division of Emergency Management ("Division") to the City of Miami ("Sub —
Recipient") for the reimbursement of funds advanced and expended in connection with
the COVID-19 pandemic. Said grant funds will be placed in Project No. 18-800033-
181000-431000 (Federal Funds) and Project No. 18-800033-181000-436000 (State
Funds).
Background of Item:
This grant agreement is entered into by the State of Florida, Division of Emergency
Management, ("Division"), serving as the pass -through entity for the federal award, and
the City of Miami ("Sub -Recipient"), serving as the sub -recipient of said award, and
allows FEMA to reimburse the Sub -Recipient for expenses related to COVID-19.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ACCEPTING A FEDERALLY -FUNDED SUBAWARD AND GRANT AGREEMENT
("GRANT") FROM THE UNITED STATES DEPARTMENT OF HOMELAND SECURITY
FEDERAL EMERGENCY MANAGEMENT AGENCY PASSED THROUGH THE STATE
OF FLORIDA DIVISION OF EMERGENCY MANAGEMENT TO THE CITY OF MIAMI
FOR REIMBURSEMENT OF EXPENSES ATTRIBUTABLE TO THE NOVEL
CORONAVIRUS PANDEMIC; ESTABLISHING A NEW SPECIAL REVENUE PROJECT
TITLED "CORONAVIRUS EMS RESPONSE PROJECT" CONSISTING OF SAID
GRANT; FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE THE
GRANT, IN SUBSTANTIALLY THE ATTACHED FORM, AND ANY AND ALL OTHER
NECESSARY DOCUMENTS, ALL IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, FOR THE ACCEPTANCE, ADMINISTRATION OF, AND COMPLIANCE
WITH SAID GRANT.
WHEREAS, the State of Florida Division of Emergency Management ("Division") serves
as a pass -through entity for the United States Department of Homeland Security ("DHS")
Federal Emergency Management Agency ("FEMA") award ("Grant") for the reimbursement of
expenses or lost revenues attributable to the Novel Coronavirus ("COVID-19") pandemic for
which the City of Miami serves as the recipient of a subaward; and
WHEREAS, funds from the newly established Special Revenue Project shall be
apportioned by the Department of Fire -Rescue, Division of Emergency Management ("DEM") for
the stated purpose; and
WHEREAS, the reimbursable expenses attributable to the COVID-19 pandemic are
currently estimated to be $14,236,800.21; and
WHEREAS, said Grant shall be placed in Project No. 18-800033-181000-431000
(Federal Funds) and Project No. 18-800033-181000-436000 (State Funds); and
WHEREAS, it is appropriate for the City Commission to authorize the City Manager to
accept the Grant, to establish a Special Revenue Project, to execute the Federally -Funded
Subaward and Grant Agreement ("Grant Agreement"), in substantially the attached form, to
negotiate and execute any and all other necessary documents, all in a form acceptable to the
City Attorney, for the acceptance, administration, and compliance with of said Grant Agreement,
and to appropriate same;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is hereby authorized1 to accept the Grant for the
reimbursement of expenses or lost revenues attributable to the COVID-19 pandemic.
Section 3. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: Coronavirus EMS Response Project
RESOURCES: DHS FEMA through the Division $14,236,800.00
APPROPRIATIONS: $14,236,800.00
Section 3. The City Manager is authorized' to execute the Grant Agreement, in
substantially the attached form, with the Division for said purpose.
Section 4. The City Manager is further authorized' to negotiate and execute any and all
other necessary documents, all in a form acceptable to the City Attorney, for the acceptance,
administration of, and compliance with said Grant Agreement.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from
the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
