AUTHORIZING THE ALLOCATION OF PROGRAM YEAR 2020-2021 OF
COMMUNITY DEVELOPMENT BLOCK GRANT ("CDBG") FUNDS IN THE AMOUNT
OF $5,578,293.00 FOR PROGRAM YEAR 2020-2021, IN PUBLIC SERVICE
CATEGORY, TO THE ACTIVITIES/DEPARTMENTS SPECIFIED IN EXHIBIT "A,"
ATTACHED AND INCORPORATED, BEGINNING OCTOBER 1, 2020; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL
DOCUMENTS, INCLUDING EXTENSIONS, AMENDMENTS, AND MODIFICATIONS,
ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, AS MAY BE NECESSARY
TO IMPLEMENT THE ALLOCATION OF SAID FUNDS.
Background of Item:
The United States Department of Housing and Urban Development ("HUD") announced
the final Community Planning and Development Program Formula Allocations for
Program Year ("PY") 2020-2021, as well as the amount of Community Development
Block Grant ("CDBG") funds recommended.
Pursuant to Resolution No. 20- adopted on July 23, 2020, the City Commission
approved the allocation of $21,169,683.00, which included an amount of $5,578,293.00
of Community Development Block Grant ("CDBG") funds, in the public services
category for program year 2020-2021.
The City Administration recommends the allocation of CDBG funds, in the amount of
$5,578,293.00 for Program Year 2020-2021 to the activities/departments, specified in
Exhibit "A", attached and incorporated, beginning October 1, 2020.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ALLOCATING PROGRAM YEAR 2020-2021 COMMUNITY DEVELOPMENT BLOCK
GRANT ("CDBG") FUNDS IN THE AMOUNT OF $5,578,293.00 IN THE PUBLIC
SERVICE CATEGORY TO THE ACTIVITIES/DEPARTMENTS SPECIFIED IN EXHIBIT
"A," ATTACHED AND INCORPORATED, BEGINNING OCTOBER 1, 2020; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL
NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, EXTENSIONS, AND
MODIFICATIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY,
SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE
USE OF SUCH FUNDS FOR SAID PURPOSE.
WHEREAS, the United States Department of Housing and Urban Development ("HUD")
announced the final Community Planning and Development Program Formula Allocations for
Program Year 2020-2021 ("Year") and the amount of Community Development Block Grant
("CDBG") funds recommended; and
WHEREAS, pursuant to Resolution No. 20-0204 adopted on July 23, 2020, the City
Commission approved the allocation of $21,169,683.00, which included an amount of
$5,578,293.00 of CDBG funds, in the public services category for the Year; and
WHEREAS, the City of Miami's Administration recommends the allocation of CDBG
funds in the amount of $5,578,293.00 for the Year to the activities/departments specified in
Exhibit "A," attached and incorporated, beginning October 1, 2020;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The allocation of CDBG funds for the Year in the amount of $5,578,293.00 in
the public services category to the activities/departments, specified in Exhibit "A", attached and
incorporated, beginning October 1, 2020 is authorized.'
Section 3. The City Manager is authorized' to negotiate and execute any and all
necessary documents, including amendments, extensions, and modifications, all in forms
acceptable to the City Attorney, subject to all federal, state, and local laws that regulate the use
of such funds for said purpose.
1 The herein authorization is further subject to compliance with all legal requirements that may be
imposed, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
APPROVED AS TO FORM AND CORRECTNESS:
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
