Subject: Execute - South Florida Anchor Alliance
Purpose of Item:
A resolution of the Miami City Commission, with attachment(s), authorizing the City
Manager to execute the South Florida Anchor Alliance ("SFAA"), a collaboration of
anchor institutions in South Florida, Membership Pledge, whereby the City of Miami
pledges to collaborate in the implementation of the group's agreed upon mission to
foster individual and collective actions that address the economic and social conditions
to strengthen the health and welfare of South Florida residents.
Background of Item:
In December 2017, the Health Foundation of South Florida, in partnership with Citi
Community Development and Federal Reserve of Atlanta, held the first convening for
executives of anchor institutions and community partners where there was
demonstrated interest in a shared vision for taking collective action towards building
community wealth. The group identified two key areas of opportunity: supplier diversity
and workforce development. By early 2019 leaders from Health Foundation of South
Florida, the SFAA's backbone organization that operates all of its activities, began
reaching out to anchor institutions. Within a few months, workgroups for each Miami -
Dade and Broward counties were established and began meeting. These meetings
were attended by anchor staff members and leaders, who could provide invaluable
institutional knowledge about strategic areas of opportunity and collaboration.
Since 2019, the City of Miami's Office of Resilience and Sustainability, the Department
of Human Services and the Department of Procurement have been actively participating
in the SFAA meetings to create a SFAA Strategic Blueprint with the goal to build a
healthy, thriving and prosperous South Florida; a model for America's cities of the
future— forward -thinking, inclusive, sustainable, healthy and resilient.
Through this SFAA Strategic Blueprint, SFAA members will collectively prioritize the
establishment of an inclusive local economy by: developing, coordinating, expanding
and deepening collaborative supplier diversity (procurement/vendor development)
efforts to increase opportunities for local, small and minority -owned businesses;
developing, coordinating, expanding and deepening collaborative workforce
development efforts for local minority residents; and sharing best practices among
anchor alliance members and collectively sharing efforts with other communities.
The SFAA's Miami -Dade collaborative group includes: Baptist Health South Florida
(West Kendall Baptist Hospital, South Miami Hospital, and Homestead Hospital); City of
Miami Beach; City of Miami; City of Miami Gardens; Florida International University;
Florida Memorial University; Jackson Health System; Miami Dade College; Miami -Dade
County; Miami -Dade County Public Schools; U Health; University of Miami; and The
Miami Foundation.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE THE SOUTH FLORIDA
ANCHOR ALLIANCE ("SFAA") MEMBERSHIP PLEDGE, WHEREBY THE CITY OF
MIAMI ("CITY") PLEDGES TO COLLABORATE WITH OTHER SFAA MEMBER
SOUTH FLORIDA INSTITUTIONS TOWARDS THE IMPLEMENTATION OF THE
SFAA'S AGREED UPON MISSION TO FOSTER THE INDIVIDUAL AND COLLECTIVE
ACTIONS THAT ADDRESS ECONOMIC AND SOCIAL CONDITIONS TO
STRENGTHEN THE HEALTH AND WELFARE OF SOUTH FLORIDA RESIDENTS.
WHEREAS, in December 2017, the Health Foundation of South Florida ("Health
Foundation") in partnership with Citi Community Development and the Federal Reserve of

WHEREAS, at the said convening, the SFAA partners identified two (2) key areas of
opportunity: supplier diversity and workforce development; and
WHEREAS, by early 2019, leaders from the Health Foundation, the SFAA's backbone
organization that operates all of SFAA's activities, began reaching out to SFAA anchor
institutions and within a few months, workgroups for Miami -Dade and Broward Counties were

WHEREAS, pursuant to the SFAA's mission through collective action, the SFAA
harnesses the power of anchor institutions to build a healthy and thriving South Florida for all;
and
WHEREAS, the SFAA's Miami -Dade collaborative group includes Baptist Health South
Florida (comprised of West Kendall Baptist Hospital, South Miami Hospital, and Homestead
Hospital), the City of Miami ("City"), the City of Miami Beach, the City of Miami Gardens, Florida
International University, Florida Memorial University, Jackson Health System, Miami Dade
College, Miami -Dade County, Miami -Dade County Public Schools, UHealth, the University of
Miami, and The Miami Foundation; and
WHEREAS, since 2019, the City has been actively participating in the SFAA meetings to
create an SFAA Strategic Blueprint ("Blueprint") with the goal of building a healthy, thriving, and
prosperous South Florida; a model for America's cities of the future; and a forward -thinking,
inclusive, sustainable, healthy, and resilient community; and
WHEREAS, through said Blueprint, SFAA members will collectively prioritize the
establishment of an inclusive local economy by developing, coordinating, expanding, and
deepening collaborative supplier diversity (procurement/vendor development) efforts to increase
opportunities for local, small, and minority -owned businesses and workforce development
efforts for local minority residents; sharing best practices among SFAA members; and sharing
efforts with other communities as well; and
WHEREAS, there is no cost to the City to participate as an SFAA member other than the
contribution of time; and
WHEREAS, the SFAA has asked that all participating SFAA members sign a
Membership Pledge, attached and incorporated as Exhibit "A";
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to execute the SFAA Membership Pledge, in
substantially the attached form, whereby the City pledges to collaborate with other SFAA
member South Florida Institutions towards the implementation of the SFAA's agreed upon
mission to foster individual and collective actions that address economic and social conditions to
strengthen the health and welfare of South Florida residents.
Section 3. This Resolution shall become effective immediately upon its adoption.
