A RESOLUTION OF THE MIAMI CITY COMMISSION URGING THE FEDERAL
AVIATION ADMINISTRATION TO CONSIDER THE CONCERNS OF THE RESIDENTS
OF THE CITY OF MIAMI FOR THE PROPOSED ENVIRONMENTAL ASSESSMENT
FOR THE SOUTH-CENTRAL FLORIDA METRO PLEX PROJECT REGARDING THE
AREA'S NEW FLIGHT PLAN AND ITS POTENTIAL IMPACT ON RESIDENTS'
QUALITY OF LIFE AS IT RELATES TO FLIGHT PATHS TO AND FROM THE MIAMI
INTERNATIONAL AIRPORT; FURTHER DIRECTING THE CITY CLERK TO
TRANSMIT A COPY OF THIS RESOLUTION TO THE OFFICIALS NAMED HEREIN.
WHEREAS, the National Environmental Policy Act of 1969 ("NEPA") requires federal
agencies to disclose to decision makers and the interested public a clear, accurate description
of potential environmental impacts of proposed federal action, reasonable alternatives to the
proposed action, and a no action alternative (i.e. analyzing the potential environmental effects of
not undertaking the proposed action); and
WHEREAS, the Federal Aviation Administration ("FAA") has established a process to
ensure compliance with the provisions of NEPA through FAA Order 1050.1F, Environmental
Impacts: Policies and Procedures; and
WHEREAS, on May 11, 2020, in accordance with FAA Order 1050.1F, the FAA issued a
draft Environmental Assessment for the South -Central Florida Metroplex Project ("Project"); and
WHEREAS, the Project involves changes in aircraft flight paths and altitudes in certain
areas, specifically those paths for flights arriving into and departing from Miami International
Airport ("MIA"); and
WHEREAS, these altitude changes in aircraft routing are proposed to occur below
10,000 feet above ground level ("AGL"); and
WHEREAS, the AGL distance may pose environmental impacts potentially affecting the
quality of life of City of Miami ("City") residents due to increased noise and other factors; and
WHEREAS, numerous residents have already submitted individual comments regarding
the Project and its potential impact on their quality of life; and
WHEREAS, the City Commission urges the FAA to consider the concerns voiced by City
residents regarding this Project and its potential impact on the residents' quality of life; and
WHEREAS, in accordance with Section 2-33(f) of the Code of the City of Miami, Florida,
as amended, the City Commission, by a majority vote, hereby deems this Resolution to be of an
emergency nature;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission urges the FAA to consider the concerns of City
residents regarding the environmental assessment for the South -Central Florida Metro Plex
Project and its potential impact on the residents' quality of life as it relates to flights arriving into
and departing from MIA.
Section 3. The City Clerk is directed to transmit a certified copy of this Resolution to the
FAA and Lester Sola, Director and Chief Executive Officer of the Miami -Dade County Aviation
Department.
Section 4. This Resolution shall become effective immediately upon its adoption.
