HomeMy WebLinkAboutR-20-0196City of Miami Resolution R-20-0196 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 7599 Final Action Date: 7/9/2020 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY ADMINISTRATION TO DEVELOP A DATABASE AND REGISTRY OF LESBIAN, GAY, BISEXUAL, TRANSGENDER, QUESTIONING/QUEER ("LGBTQ") OWNED BUSINESSES, AND OTHER MINORITY OWNED BUSINESSES; AS DETERMINED BY THE CITY ADMINISTRATION; TO IDENTIFY THOSE LGBTQ BUSINESSES THAT ARE OWNED BY 51 % OR MORE BY LGBTQ INDIVIDUALS; TO MONITOR AND TRACK USAGE OF LGBTQ OWNED AND CERTIFIED BUSINESSES AND MINORITY OWNED BUSINESSES IN THE PROCUREMENT OF GOODS AND SERVICES FOR THE CITY, WITHOUT ESTABLISHING SET ASIDES; FURTHER DIRECTING THE CITY ADMINISTRATION TO RECOGNIZE THE NATIONAL LGBT CHAMBER OF COMMERCE AS A CERTIFYING ORGANIZATION FOR THE PURPOSES STATED HEREIN; FURTHER DIRECTING THE CITY'S ADMINISTRATION TO PROVIDE LGBTQ OWNED BUSINESSES AND MINORITY BUSINESSES WITH SMALL BUSINESS ENTERPRISE TRAINING PROGRAMS AND SERVICES CONSISTENT WITH THOSE ALREADY OFFERED TO MINORITY, WOMEN, AND VETERAN OWNED BUSINESSES IN THE CITY TO ENSURE ALL SUCH BUSINESSES ARE FAMILIAR WITH HOW TO DO BUSINESS WITH THE CITY AND ARE INFORMED ABOUT PROCUREMENT OPPORTUNITIES; PROVIDING AN IMMEDIATE EFFECTIVE DATE. Suarez, Commissioner Alex Diaz de la Portilla, Commissioner Ken Russell, Commissioner Joe Carollo, Commissioner Keon Hardemon WHEREAS, the City of Miami ("City") is one of the most diverse cities in the country with a large diverse Lesbian, Gay, Bisexual, Transgender, Questioning/Queer ("LGBTQ") population and an even larger Minority community; and WHEREAS, ensuring the success of the City's Minority and LGBTQ owned small business community is vital to the growth and improvement of quality of life for all City residents; and WHEREAS, the City is committed to providing historically underrepresented business owners equal opportunities to compete and succeed and is also committed to increasing the number and diversity of supplier options for City procurement practices; and WHEREAS, the City already adheres to non-discrimination, affirmative action, and equal employment opportunity policies that includes Minorities, Women, and LGBTQ individuals with regard to individual hiring practices and public accommodations; and City of Miami Page 1 of 3 File ID: 7599 (Revision: A) Printed On: 5/5/2025 File ID: 7599 Enactment Number: R-20-0196 WHEREAS, the City is seeking to better understand the LGBTQ and Minority owned business community by creating a database and registry of these businesses and to track usage of those certified businesses in the procurement of goods and services; and WHEREAS, the National LGBT Chamber of Commerce ("NGLCC") was founded in 2002 and is now the recognized national third -party certifying body for LGBTQ owned businesses; and WHEREAS, the City is seeking to better acknowledge the LGBTQ owned business community by welcoming LGBTQ owned businesses to participate in the City's Minority, Women, and small business enterprise economic development, education, and training programs; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The Miami City Commission hereby directs the City's Administration to develop a database and registry of LGBTQ and Minority owned businesses, and to monitor and track usage of LGBTQ owned and certified businesses and Minority owned businesses in the procurement of goods and services for the City, without creating set -asides. Section 3. The Miami City Commission hereby directs the City's Administration to determine which Minority groups should be included in the above required monitoring and tracking. Section 4. The Miami City Commission directs the City's Administration to identify those LGBTQ businesses that are owned by 51 % or more LGBTQ individuals, to recognize the NGLCC as a certifying organization, and to ensure that: A. All processes related to the application for and certification of LGBTQ business enterprises shall be handled directly by NGLCC. Documentation of certification of any LGBTQ business enterprises headquartered and/or operating in the City shall be provided directly to the City from NGLCC. B. NGLCC and/or an NGLCC affiliates or partners shall have the responsibility to provide independent scholarship programs, mentorship and leadership training, networking opportunities, and other business development tools to further support LGBTQ business enterprises in the City with the support of the local NGLCC affiliate chamber in the Miami region. Section 5. The Miami City Commission directs the City's Administration to provide LGBTQ and Minority owned businesses with training programs and services consistent with those already offered to Minority, Women, and Veteran owned businesses in the City to ensure such businesses are familiar with how to do business with the City and are informed about procurement opportunities. Section 6. This Resolution shall become effective immediately upon its adoption.
