VICTIMS OF CRIME ACT (VOCA) GRANT FUNDING CYCLE
Due to the challenges organizations are facing from COVID-19, the Office of the Attorney
General, Division of Victim Services and Criminal Justice Programs, Bureau of Advocacy and
Grants Management, is offering 2 options to those organizations that have previously applied
for a 2020-2021 grant. These options are offered to ensure award announcements for the
2020-2021 funding cycle are made prior to October 1, 2020.
All current 2019-2020 VOCA subgrantees that applied through the EGrants system for the 2020-
2021 grant cycle must respond to this notification no later than May 15, 2020. A separate
form must be completed for EACH application that was previously submitted through the
EGrants system, and agencies must select either Option 1 OR Option 2.
Please complete the requested information and carefully read both options listed below prior
to submitting a decision for your agency.

review and return of applications an award decision will not be made prior to October 1,
2020, which could result in a gap in funding of the VOCA award.

Instructions for Certification
1. By signing and submitting this proposal, the prospective lower tier participant is providing the certification
set out below.
2.The certification in this clause is a material representation of fact upon which reliance was placed when this
transaction was entered into. If it is later determined that the prospective lower tier participant knowingly
rendered en erroneous certification, in addition to other remedies available to the Federal Government, the
department or agency with which this transaction originated may pursue available remedies, including
suspension and/or debarment.
3. The prospective lower tier participant shall provide immediate written notice to the person to which this
proposal is submitted if at any time the prospective lower tier participant learns that its certification was

7. A participant in a covered transaction may rely upon a certification of a prospective participant in a lower tier

Special Conditions Certification
Victims of Crime Act (VOCA) Section 539, Consolidated and Further Continuing
Appropriations Act, 2013, Special Conditions Certification Form
Section 539 of the Consolidation and further Continuing Appropriations Act, 2013 provides the following
requirement:
Computer Network Requirement
The Agency understands and agrees that:
a)No award funds may be used to maintain or establish a computer network system unless such
network blocks the viewing, downloading, and exchanging of pornography, and
b)Nothing in item (a) limits the use of funds necessary for any Federal, State, tribal, or local law

1. Requirements of the award; remedies for non-compliance or for materially false statements
The conditions of this award are material requirements of the award. Compliance with any certifications
or assurances submitted by or on behalf of the recipient that relate to conduct during the period of
performance also is a material requirement of this award.
Failure to comply with any one or more of these award requirements —whether a condition set out in full
below, a condition incorporated by reference below, or a certification or assurance related to conduct
during the award period —may result in the Office of Justice Programs ("OJP") taking appropriate action
with respect to the recipient and the award. Among other things, the OJP may withhold award funds,
disallow costs, or suspend or terminate the award. The Department of Justice ("DOJ"), including OJP,
also may take other legal action as appropriate.
Any materially false, fictitious, or fraudulent statement to the federal government related to this award (or
concealment or omission of a material fact) may be the subject of criminal prosecution (including under
18 U.S.C. 1001 and/or 1621, and/or 34 U.S.C. 10271-10273), and also may lead to imposition of civil
penalties and administrative remedies for false claims or otherwise (including under 31 U.S.C.
3729-3730 and 3801-3812).
Should any provision of a requirement of this award be held to be invalid or unenforceable by its terms,
that provision shall first be applied with a limited construction so as to give it the maximum effect
permitted by law. Should it be held, instead, that the provision is utterly invalid or unenforceable, such

2. Applicability of Part 200 Uniform Requirements
The Uniform Administrative Requirements, Cost Principles, and Audit Requirements in 2 C.F.R. Part
200, as adopted and supplemented by DOJ in 2 C.F.R. Part 2800 (together, the "Part 200 Uniform
Requirements") apply to this FY 2018 award from OJP.
The Part 200 Uniform Requirements were first adopted by DOJ on December 26, 2014. if this FY 2018
award supplements funds previously awarded by OJP under the same award number (e.g., funds
awarded during or before December 2014), the Part 200 Uniform Requirements apply with respect to all
funds under that award number (regardless of the award date, and regardless of whether derived from
the initial award or a supplemental award) that are obligated on or after the acceptance date of this FY
2018 award.

Record retention and access: Records pertinent to the award that the recipient (and any subrecipient

distributed by OJP that may appear to conflict with, or differ in some way from, the provisions of the Part

3. Compliance with DOJ Grants Financial Guide
References to the DOJ Grants Financial Guide are to the DOJ Grants Financial Guide as posted on the
OJP website (currently, the "DOJ Grants Financial Guide" available at
https://oio.qovlfinancialquide/DOJ/index,htm), including any updated version that may be posted during
the period of performance. The recipient agrees to comply with the DOJ Grants Financial Guide.
4. Reclassification of various statutory provisions to a new Title 34 if the United States Code
On September 1, 2017, various statutory provisions previously codified elsewhere in the U.S. Code
were editorially reclassified to a new Title 34, entitled "Crime Control and Law Enforcement." The
reclassification encompassed a number of statutory provisions pertinent to OJP awards (that is, OJP
grants and cooperative agreements), including many provisions previously codified in Title 42 of the U.S.
Code.
Effective as of September 1, 2017, any reference in this award document to a statutory provision that
has been reclassified to the new Title 34 of the U.S. Code is to be read as a reference to that statutory
provision as reclassified to Title 34. This rule of construction specifically includes references set out in
award conditions, references set out in material incorporated by reference through award conditions,
and references set out in other award requirements.
5. Requirements related to "de minimis" indirect cost rate
A recipient that is eligible under the Part 200 Uniform Requirements and other applicable law to use the
"de minimis" indirect cost rate described in 2 C.F.R. 200.414(f), and that elects to use the "de minimis"
indirect cost rate, must advise OJP in writing of both its eligibility and its election, and must comply with
all associated requirements in the Part 200 Uniform Requirements. The "de minimis" rate may be
applied only to modified total direct costs (MTDC) as defined by the Part 200 Uniform Requirements.
6. Requirement to report potentially duplicative funding
If the recipient currently has other active awards of federal funds, or if the recipient receives any other
award of federal funds during the period of performance for this award, the recipient promptly must
determine whether funds from any of those other federal awards have been, are being, or are to be used
(in whole or in part) for one or more of the identical cost items for which funds are provided under this
award. If so, the recipient must promptly notify the DOJ awarding agency (OJP or OVW, as appropriate)
in writing of the potential duplication, and, if so requested by the DOJ awarding agency, must seek a
budget -modification or change -of -project -scope grant adjustment notice (GAN) to eliminate any
inappropriate duplication of funding.
7. Requirements related to System for Award Management and Universal Identifier Requirements

registration with SAM, as well as maintaining the currency of information in SAM.
The recipient also must comply with applicable restrictions on subawards ("subgrants") to first -tier
subrecipients (first -tier "subgrantees"), including restrictions on subawards to entities that do no acquire
and provide (to the recipient) the unique entity identifier required for SAM registration.

This condition does not apply to an award to an individual who received the award as a natural person
(Le., unrelated to any business or non-profit organization that he or she may own or operate in his or her

8. Requirement to report actual or imminent breach of personally identifiable information (P11)
The recipient (and any "subrecipient" at any tier) must have written procedures in place to respond in the
event of an actual or imminent "breach" (OMB M-17-12) if it (or a subrecipient)-1) creates, uses,
processes, stores, maintains, disseminates, discloses, or disposes of "personally identifiable
information (P11)" (2 CFR 200.79) within the scope of an OJP grant -funded program or activity, or 2) uses
or operates a "Federal information system" (OMB CircularA-130). The recipient's breach procedures
must include a requirement to report actual or imminent breach of Pil to an OJP Program Manager no
later than 24 hours after an occurrence of an actual breach, or the detection of an imminent breach.
9. All subawards ("subgrants") must have specific federal authorization
The recipient, and any subrecipient ("subgrantee") at any tier, must comply with all applicable
requirements for authorization of any subaward. This condition applies to agreements that —for purposes
of federal grants administrative requirements—OJP considers a "subaward" (and therefore does not
consider a procurement "contract").

10, Specific post -award approval required to use a noncompetitive approach in any procurement contract
that would exceed $150,000
The recipient, and any subrecipient ("subgrantee") at any tier, must comply with all applicable
requirements to obtain specific advance approval to use a noncompetitive approach in any procurement
contract that would exceed the Simplified Acquisition Threshold (currently, $150,000). This condition
applies to agreements that —for purposes of federal grants administrative requirements—OJP
considers a procurement "contract" (and therefore does not consider a subaward).

The recipient, and any subrecipient ("subgrantee") at any tier, must comply with all applicable laws,
regulations, policies, and official DOJ guidance (including specific cost limits, prior approval and
reporting requirements, where applicable) governing the use of federal funds for expenses related to
conferences (as that term is defined by DOJ), including the provision of food and/or beverages at such
conferences, and costs of attendance at such conferences.

For purposes of this disclosure, high risk includes any status under which a federal awarding agency
provides additional oversight due to the recipient's past performance, or other programmatic or financial

27, The recipient, and any subrecipient ("subgrantee") at any tier, must authorize the Office for Victims of
Crime (OVC) and/or the Office of the Chief Financial Officer (OCFO), and its representatives, access to
and right to examine all records, books, paper or documents related to the VOCA grant.
28. The recipient must submit a Subgrant Award Report (SAR) to OVC for each subrecipient of the VOCA
victim assistance funds, within ninety (90) days of awarding funds to the subrecipients. Recipients must
submit this information through the automated system.
29. VOCA Requirements
The recipient assures that the State and its subrecipients will comply with the conditions of the Victims of
Crime Act (VOCA) of 1984, sections 1404(a)(2), and 1404(b)(1) and (2), 34 U.S.C. 20103(a)(2) and (b)
(1) and (2) (and the applicable program guidelines and regulations), as required. Specifically, the State
certifies that funds under this award will:
a) be awarded only to eligible victim assistance organizations, 34 U.S.C. 20103(a)(2);
b) not be used to supplant State and local public funds that would otherwise be available for crime victim
assistance, 34 U.S.C. 20103(a)(2); and
c) be allocated in accordance with program guidelines or regulations implementing 34 U.S.C. 20103(a)
(2)(A) and 34 U.S.C. 20103(a)(2)(B) to, at a minimum, assist victims in the following categories: sexual
assault, child abuse, domestic violence, and underserved victims of violent crimes as identified by the
State.

Statement of Need
Statement of Need: The statement of need must provide a description about why this project is needed. Be
clear and avoid acronyms.
Underserved Victims: Applicants are encouraged to identify gaps in available services for "underserved"
victims and to seek funding to provide services to these victims. Underserved populations may include, but are
not limited to, child -on -child abuse, child abuse by non -caretaker, crimes against the elderly, non-English
speaking persons, persons with disabilities, victims of federal crimes, victims of workplace violence and
members of racial or minorities.
1) Briefly describe the need for services to victims of crime that will be addressed using VOCA funding . If
needed, define the deficiency of services to victims.
Miami Police Department (MPD) Victim Advocate Services Unit (Unit) currently has 8 Victims Advocate
Witness Coordinators (VAWC), 6 VOCA funded and 2 City -funded; and 2 VOCA funded Victims
Advocates (VAs), serving 463,347 residents and 3.8M annual visitors. In 2018, the expansion of the Unit
allowed us to serve nearly 27,235 victims compared to 9000 victims in 2017. To compare, Miami Beach
PD serves approximately 1200 victims annually. MPD is the largest servicer of victims in South Florida,
second only to Miami -Dade County PD. Last year, we surveyed other jurisdictions and discovered we
were grossly under staffed based on caseload and city size. Maintaining sufficient staff is critical to
effectively provide victim services and complement the efforts of officers to aid victims. Funding from
VOCA will support 2 full-time VAs, and 6 VAWC. Personnel will have the experience and cultural literacy
to meet the needs of a diverse urban population.
2) Provide information about crime statistics for all counties that will be served in the service area.
Specifically, detail the statistics related to the need described in #1.
The Unit helps victims navigate the various programs and services available to them for recovery from
traumatic incidents. In 2018, the Unit was assigned 8,200 new cases and continued management on
25,000 other cases which needed follow up and are still open. We also completed 62,050 phone
contacts. The number of cases reported to MPD included 3,186 assaults/batteries; 3,075 domestic
violence; 276 sex offenses; 837 robberies; and 330,446 CAD generated calls. The Unit is responsible
for advocacy efforts such as but not limited to, providing outreach information to residents and law
enforcement, accompanying victims to court, performing crisis intervention, as well as assisting
non-English speaking residents with U-Visa requests. The community has been asking for greater
advocacy. Lack of resources inhibits our ability to reach out personally and provide continual case
management. An expanded Unit with skilled professionals is critical to better serve the needs of the
community.
3) Provide demographic information about the population of all of the counties that will be served. At
a minimum, provide information about gender, race, or national origin and age for the service area.

most populous in the U.S. per 2017 Census estimates, 1.4 million (51 %) females and 1.3 million (49%)
males reside in this county. The population consists of 18.2% Black, 68.6% Hispanic, and 13.2% White.
About, 52.9% of the population is foreign -born, with 73.8% speaking a language other than English at
home. The vulnerable populations of children make up 20.3%, and seniors 16.0% (over 65 years old) of
the population. Wages are low, at an average median income of $46,338 versus $57,652 nationally.
Families have high poverty rates, with 19.3% overall living in poverty, and 39.7% of females living below
the poverty line. About 16M travelers visit yearly, many not familiar with City laws or unable to access
resources when victimized. These factors affect victims' access to victim services, increase the difficulty
of MPD's response, and intensify the need for additional Unit personnel,

Miami is the largest municipality in Miami -Dade County with a 2017 estimated population of 463,347,
covering 36 square miles. The majority of the Unit's clients reside here. It has an ethnically diverse
population that is 72.2% Hispanic, 19.2% Black, and 10.5% White. Miami's foreign -born rate is 57% and
77% of residents speak a language other than English at home. The top two foreign languages spoken
are Spanish and French Creole. Females comprise 50.6% and males 49.4°/4 of the populace; 18% are
under age 18 and 17% are seniors 65 years and older. The median income is $33,999 versus the US
average of $57,652; 25.8% of Miami residents live in poverty. In single family households with related
children this is higher with 31.8% living below the poverty fine. VOCA-funded Unit staff will be highly
experienced professionals with specialized skillsets, bilingual (English, French Creole & Spanish), and
culturally competent, in order to meet the service needs of a multicultural population.

Funding will support 6 Victims Advocate Witness Coordinators (VAWC), and 2 Victims
Advocates (VA) ,full-time, 7 days a week. VAWCs will work across 3 police districts, 12 City
neighborhood offices, and MPD major crimes units (e.g. Domestic Violence). VAWCs are
experts in their field, offering non-traditional resources to residents,i.e. empowerment workshops
and trauma -related training. They respond to calls, conduct home visits and roll -call training to
officers. VAs will handle domestic violence calls, coordinate victims' compensations and other
administrative duties. Staff will give victims a brochure containing rights and valuable resources
and receive training from FCPTI to optimize quality of service. This is a whole community
framework that will significantly expand service to crime victims and advance interdepartmental
cooperation.
2) Provide a listing of other agencies that will coordinate services with the applicant for the VOCA project
and the services provided by each agency.
MPD coordinates services with agencies providing assistance within its boundaries and keeps
referrals sources for Miami -Dade, Broward and Monroe Counties. We coordinate with other local
agencies as needed: Coordinated Victim Assistance Center; the Lodge -shelter for domestic
violence victims; Women's Fund of Miami -Dade County Human Trafficking & Sexual and

Project Proposal
from a partner agency. If services are provided by the VA, they will schedule an appointment with
the victim at the point of intake to come to the MPD's Victim Advocate Services Unit office. If
services needed are within the scope of another agency, a referral is made to the appropriate
partner agency. Unit personnel then follows -up with the victim to ensure their needs are being met.
Once an external referral is made to one of MPD's partner agencies, that agency takes on case
management responsibilities. However, the Victims' Advocate Unit personnel remain responsible
for processing victims' compensation forms and maintains an open door policy for all victims they
assist. For minors, MPD has a Multidisciplinary Team Agreement with the Orlowitz-Lee Children
Advocacy Center.

Volunteers are selected via an application process and undergo a background check through the
Community Relations Unit, per Miami Police Department policy. Volunteer duties include
contacting victims, filing cases, answering office phones, compiling statistics and other
administrative duties related to obtaining incident (crime,reports) and maintaining victim case
files.

Ajob description is required for all proposed VOCA-funded personnel and match personnel and must
indicate the percentage of time allocated for each task totaling 100% of the job duties. Job descriptions
must reflect VOCA allowable activities that are equal to or greater than the percentage of the position
that is VOCA funded. Failure to provide VOCA allowable job descriptions may result in a reduction to
your request.
Letters of Support
Attach three (3) current letters of support from local community or government groups. A current
letter is one that is dated during the current calendar year. It is the responsibility of the applicant agency
