Background of Item: The Victims of Crime Act ("VOCA") assistance grant program offers funding for direct services to crime victims for use in responding to the emotional and physical needs of crime victims, assisting victims in stabilizing their lives after their victimization, helping victims to understand and participate in the criminal justice system, and providing victims with a measure of safety and security. The Miami Police Department ("MPD") submitted a grant application to the State of Florida, Office of the Attorney General, Division of Victim Services ("Division"), to fund eight (8) full-time positions, comprising of two (2) Victims Advocate positions and six (6) Victims Advocate Witness Coordinator positions, to provide services to crime victims. The City of Miami ("City") received an important notification allowing the application for Fiscal Year 2019-2020 to be copied and used for 2020-2021 funding, with the understanding that the amounts remain the same, due to the COVID-19 pandemic, in the amount of $547,285.00 to fund the eight (8) full-time positions, including operational expenses and training costs, during the 2020-2021 Fiscal Year. Due to the increasing population of the City and over 3.8 million visitors annually, the Victim Advocates' caseloads are significant. This factor may impede a victim's ability to obtain necessary services, increase the difficulty of MPD's response, and strengthens the need for eight (8) full-time Victims Advocate positions. This grant award will be used for funding MPD's Victim Advocate positions to coordinate services for the victims of crime during 2020- 2021 Fiscal Year. MPD will provide the required match of approximately $136,821.39, in the form of a cash match towards the operation of this program. WHEREAS, the Victims of Crime Act ("VOCA") grant program offers funding for advocate positions to deliver direct services to victims of crimes such as assistance in responding to emotional and physical needs, stabilizing their lives after victimization, promoting understanding and participation in the criminal justice system, and to providing victims with a measure of safety and security; and WHEREAS, the Miami Police Department ("MPD") currently has two (2) Victim Advocates and six (6) Victims Advocate Witness Coordinators (collectively, "Advocates"); however, due to the increasing population of the City and over 3.8 million visitors annually, the Advocates' caseloads are significant; and WHEREAS, MPD submitted a VOCA grant application to the State of Florida, Office of the Attorney General, Division of Victim Services ("Division") to continue funding the eight (8) full-time Advocates during the 2020-2021 fiscal year and maintain services provided to victims of crime in the City of Miami ("City"); and WHEREAS, the City received notification from the Division allowing the City to tender the same application submitted last fiscal year to be used as its FY2020-2021 VOCA application with the understanding that the grant award will remain unchanged due to the COVID-19 pandemic; and WHEREAS, on September 12, 2019, the City Commission adopted Resolution No. R- 19-0329 authorizing the City Manager to accept a VOCA grant award from the Division in the amount of $547,285.00 to fund eight (8) full-time Advocates to provide services to crime victims including operational expenses and training costs and establish a special revenue project titled "2019-2020 VOCA Grant"; and WHEREAS, it is anticipated that the Division will award the City an award in the amount of $547,285.00 to fund all eight (8) full-time Advocates, including operational expenses and training costs, during the 2020-2021 fiscal year; and WHEREAS, this anticipated grant award will be used for the continued funding of the Advocates and to coordinate services for the victims of crimes during 2020-2021 fiscal year; and WHEREAS, MPD will provide the required match of approximately $136,821.39 in the form of a cash match towards the operation of the Advocates program; and WHEREAS, it would be appropriate for the City Manager to accept said grant upon receipt and to establish a new Special Revenue Project titled "2020-2021 Victims of Crime Act (VOCA) Grant" for the appropriation of said award; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to accept a grant award from the Division, including a higher or lower amount granted by the Division. Section 3. The following new Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: 2020-2021 Victims of Crime Act (VOCA) Grant RESOURCES: Division $524,035.00 Operational Expenses $5,250.00 Training $18,000.00 MPD's Cash Match $136,821.39 APPROPRIATIONS: Victims Advocate Program $684,106.39 Section 4. The City Manager is further authorized' to negotiate and execute a Grant Agreement, in a form acceptable to the City Attorney, for said grant. Section 5. The City Manager is further authorized' to negotiate and execute any and all other necessary documents, all in forms acceptable to the City Attorney, for the acceptance, administration, and compliance with said grant award. Section 6. This Resolution shall become effective immediately upon its adoption and signature of the Mayor. 2 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to, those prescribed by applicable City Charter and City Code provis ions.
