SUBJECT: Authorizing an Agreement with
Overtown Optimist, Club of Florida, Inc.

The Department of Parks and Recreation respectfully requests your approval and action of the Miami City Commission by
a 4/5ths affirmative vote, after an advertised public hearing, ratifying, approving and confirming the City Manager's
recommendation, and finding that competitive negotiation methods are not practicable or advantageous regarding the
agreement for educational and park services and activities described below. The long history of cooperation between the
Overtown Optimist Club of Florida Inc., a State of Florida not -for profit corporation, and the City of Miami, combined
with the organization's professional ties with the Overtown community, make it not practicable or advantageous for the
City to seek other vendors to provide the same service that the Overtown Optimist, Inc. has been successfully provided in
the Overtown community for twenty — seven years.
The Department respectfully requests such recommendation, finding, and authorization in order to proceed with executing
a Program Partnership Agreement, with the Overtown Optimist Club of Florida, Inc. for the provision of after -school
literacy, social skills building classes, physical fitness, and recreational sports, for at risk youth for at -risk youth at
Theodore Gibson Park.
During the previous years, Overtown Optimist Club of Florida, Inc, Inc. has demonstrated its qualifications and capacity
to serve the City of Miami through the following:
1. Assisting over 300 children monthly through the provision of supplemental educational programming, social
skills building classes, physical fitness, and recreational sports activities.
2. The provision of family involvement activities offers program participants additional support and wrap
around services.
For the reasons stated above, as required by Section 18-86(a)(3)(c) of the Code of the City of Miami, the Department of
Parks and Recreation (1) recommends that an agreement for the 2020-2040 contract term will be awarded to the
Overtown_ ptimist Club of Florida,Jnc. which_ is qualified ancLhas been. providing saicLsenvices described above for
many years, and (2) finds that competitive negotiated methods are not practicable or advantageous for obtaining a
provider of said supplemental educational programming, social skills building classes, physical fitness, and recreational
sports activities and services in Gibson Park.

placed on the June 25th, 2020 City Commission Meeting Agenda.
