Subject: Mid -Year Budget Amendments - Capital Plan
Purpose of Item:
To reprogram and re -appropriate existing funding sources, appropriate new funding
sources, and to amend the Fiscal Year 2019-20 Multi -Year Capital Plan adopted with
modifications on September 26, 2019 pursuant to Resolution No. 19-0374 and
subsequently amended by Ordinance 13790 adopted on second reading on September
26, 2019 , pursuant to Resolution No. 19-0506 adopted on December 12, 2019 and
pursuant to Resolution No. 20-0044 adopted on February 13, 2020, to reflect the
reprogramming of existing funding.
Background of Item:
The Office of Management and Budget and the Office of Capital Improvements have
reviewed capital projects that are complete with balances or are of a lower priority and
recommended reprogramming of funds to projects that are of a higher priority and
appropriates new funding, requiring the existing Capital Plan, adopted as Resolution
No. 19-0374 and subsequently amended by Ordinance 13790, Resolution No. 19-0506
and Resolution No. 20-0044, be amended to reflect these changes.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING. APPROVING, AND ADDING CAPITAL PROJECTS TO THE CITY OF
MIAMI'S FISCAL YEAR 2019-20 MULTI -YEAR CAPITAL PLAN ADOPTED WITH
MODIFICATIONS ON SEPTEMBER 26, 2019 PURSUANT TO RESOLUTION NO. 19-
0374 AND AS SUBSEQUENTLY AMENDED ON DECEMBER 12, 2019 PURSUANT
TO RESOLUTION NO. 19-0506 AND ON FEBRUARY 13, 2020 PURSUANT TO
RESOLUTION NO. 20-0044 AND REVISING CURRENT APPROPRIATIONS AMONG
APPROVED PROJECTS; FURTHER DE -APPROPRIATING, RE -APPROPRIATING,
ADJUSTING, AMENDING, APPROPRIATING, APPROVING, AND AUTHORIZING
FUNDING FOR THE EXISTING AND ADDED PROJECTS, ALL AS SET FORTH IN
EXHIBITS "A", "B", AND "C", ATTACHED AND INCORPORATED; RATIFYING,
APPROVING, AND CONFIRMING CERTAIN NECESSARY ACTIONS BY THE CITY
MANAGER AND DESIGNATED CITY DEPARTMENTS IN ORDER TO UPDATE THE
RELEVANT FINANCIAL CONTROLS, PROJECT CLOSE-OUTS, ACCOUNTING
ENTRIES, AND COMPUTER SYSTEMS IN CONNECTION THEREWITH AND FOR
GRANTS IN PROGRESS, ALL IN ACCORDANCE WITH CHAPTER 18 OF THE CODE
OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, REGARDING FINANCIAL
PRINCIPLES, THE ANTI -DEFICIENCY ACT, AND THE FINANCIAL INTEGRITY
PRINCIPLES; AND PROVIDING FOR APPLICABLE EFFECTIVE DATES.
WHEREAS, except for such changes as set forth in this Resolution, all previous
appropriations remain authorized to continue as previously approved City of Miami ("City")
capital projects (new, revised, and continued projects being collectively, "Projects") according to
the Fiscal Year 2019-20 Multi -Year Capital Plan adopted on September 26, 2019 pursuant to
Resolution No. 19-0374 and as subsequently amended on December 12, 2019 pursuant to
Resolution No. 19-0506 and on February 13, 2020 pursuant to Resolution No. 20-0044
(collectively, "Plan"); and
WHEREAS, a contribution for respective appropriations from the City's General Fund is
established in the amount of $1,905,000.00 to fund various capital projects; and
WHEREAS, a contribution for an appropriation from the City's Special Revenue Fund is
established in the amount of $36,000.00 to fund a capital project; and
WHEREAS, a combined municipal capital projects de -appropriation of contributions from
City General Fund dollars is being established in the total amount of $1,083,000.00 to defund
the following six (6) projects: Marine Stadium Marina - Asphalt Repairs 40-6203402; G4 Garage
Improvements 40-B73504; Unified Endpoint Management 40-B203102; Police Buildings A/C
Renovations 40-6203202; L-3 Driving Simulator — PatrolSim 40-B203203; and Storm Drain
System Improvements 40-B203802 in the Plan; and
WHEREAS, such $1,083,000.00 previously authorized to be transferred from the
General Fund of the Operating Budget to the above capital projects will remain in the General
Fund of the Operating Budget as one of the measures taken to address the estimated General
Fund budget shortfall impact caused by the COVID-19 pandemic; and
WHEREAS, in order to implement the Plan and the City's Fiscal Year 2019-20 Final
Budget requirements authorized pursuant to Ordinance No. 13790 adopted September 26,
2019, as subsequently amended from time to time ("Final Budget"), the City Manager and
certain designated City Departments continue to accept additional funding and to take
necessary actions to update the City's relevant financial controls, project close-outs, accounting
entries, and computer systems for ongoing capital projects and for grants in progress, all in
accordance with Chapter 18 of the Code of the City of Miami, Florida, as amended ("City
Code"), regarding Financial Principles, the Anti -Deficiency Act, and the Financial Integrity
Principles; and
WHEREAS, it is now necessary in order to reprogram projects, to approve additional
projects, to approve additional appropriations and re -appropriations, and to defund and de -
appropriate six (6) capital projects as detailed in Exhibits "A", "B", and "C," attached and
incorporated, for existing sources of revenues for Fiscal Year 2019-20 and to add to, adjust, and
amend available balances in Capital Funds as set forth below:

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The herein project additions, de -appropriations, re -appropriations,
appropriations, amendments, and adjustments as detailed in Exhibits "A", "B", and "C", attached
and incorporated, are hereby authorized', approved, and made to the Plan for implementation
of municipal capital improvements of the City for the Fiscal Year ending September 30, 2020.
Section 3. Certain necessary actions by the City Manager and designated City
Departments made in order to update the City's relevant financial controls, project close-outs,

accounting entries, and computer systems and for grants in progress in connection with the
Plan and the Final Budget to implement the Projects, all in accordance with Chapter 18 of the
City Code regarding Financial Principles, the Anti -Deficiency Act, and the Financial Integrity
Principles, are ratified, approved, and confirmed.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature by the Mayor.2
