The purpose of this email is to follow
up on the proposed Tolling and
Suspension of deadlines Emergency
Ordinance. See attached. After review
of the Ordinance, we have a couple
concerns regarding the Ordinances
applicability, specifically at is relates
enforcement by the approval holder
and building permits. As such, we
request your clarification on the two
issues below. 1. The Ordinance does
not provide a method for the City to
account for the tolling on applicable
deadlines. How does the holder of the
approval confirm their position and
enforce the tolling? 2. Under State
Statute, building permits have a 6-
month timeframe beyond the tolling
period to keep the permit active. The
City Code does not provide a similar
extension and instead requires the
permit holder to make a notification to
the City to obtain the 6-month
extension from the State. The
proposed ordinance is not dear if it
includes building permits in the tolling
period or they are only covered by
State Statute. Please confirm whether
the building permits are covered in the
proposed ordinance.

Good morning I am a 45 year old
condo owner living on 2nd avenue
downtown. I bought my unit in 2014. I
work at Seminole Hard Rock Hotel and
Casino in Hollywood. I drive 23.6 miles
daily to work. This is important
because I could Live in Broward and
commute much Less. I chose to Live in
Miami because I Love it here. The
culture, the sounds, the fashion and
the art, the overall vibe of the city is
wonderful. I Love the mixing of Haitian,
Latin American, European and
southern influences to form the city. I
am writing to discuss the homeless
issue downtown. This morning when I
was Leaving for work I watched a man
urinate on my building and throw a
glass bottle which broke on the
sidewalk. I've had my car vandalized
and broken into 2x, watched homeless
shoot up drugs, have sex, threaten
people for money and use intimidation

29 and 54 this area. Niu Kitchen, Jaguar Sun,
Mama Tried, Margot and the new
BaLtoo restaurant are great additions to
downtown. I've invested my Life
savings in my home and would Like to
see this area improve. What can be
done? How can we as taxpayers and
voting citizens feel comfortable in our
own neighborhood? Why can a person
putt their pants down on a sidewalk
and defecate in the middle of the day
without penalty? I am not a expert on
city government or politics, that's why
I come to you. I am happy to assist in
any way I can. Please Let me know if
you want to meet or there is another
forum to address this issue. I Love
Miami and want to see downtown grow
in 2020. Thank you for all the work

Public Comment
During the Miami River Commission's
March 2, 2020, public meeting, City of
Miami Public Works Director Dodd
presented and distributed the
administration's draft proposed
revisions to the city code to increase
the height of seawalls in response to
sea level rise. The Miami River
Commission unanimously
recommended approval to increase
sea level elevations in response to sea
level rise, with the following 5
conditions: 1) Work on addressing the
required financing 2) Include both
private sector and public sector
seawalls 3) Consider any differences
which maybe needed in D1 and D3
zoning, in order to avoid any
unintentional impacts 4) In response to
a Code Violation, amend the
compliance deadline to 5-6 years to
provide time needed to secure funding
5) No Code Enforcement Violations if
flooding in severe storms Your time
and support for the Miami River are
appreciated.
