BACKGROUND:
The City of Miami ("City") in conjunction with District 4, wishes to establish a contract, at no cost
to the City, with Illumination Technologies to provide for construction and installation of multi-
purpose telecommunication poles on the City Right -of -Way (ROW) at identified locations
("Project") that will attract multiple telecommunications providers, provide a fiber optic network,
urban illumination, on street connectivity, and solutions related to security.
Additionally, the Project offers numerous public benefits to the City of Miami which include: 1) a
fiber optic network; 2) smart city equipment; 3) public wi-fi networks; 4) license plate readers; 5)
public safety monitoring network, including equipment; 6) automatic flood detection sensors; 7)
four (4) fiber strands for exclusive use by the City; and 8) maintenance of City -owned equipment
to be provided by Illumination Technologies throughout the term of the contract.
The Project seeks to minimize congestion resulting from construction of new poles by multiple
telecommunication providers in the City's ROW through the installation of aesthetically pleasing,
telecommunication poles that are designed to accommodate and attract multiple
telecommunications providers that may collocate small wireless equipment in a single pole.
In addition, public WI-FI will be made available in three City Parks (Coral Gate, Shenandoah and
Bryan). The Project also seeks to enhance public safety and crime prevention as a result of
security cameras, monitoring equipment, license plate readers and flood sensors.
RECOMMENDATION:
In light of the above mentioned, and pursuant to Section 18-85, as amended, it is respectfully
recommended that you, as the City Manager, waive competitive sealed bidding methods, via the
written findings and reasons stated herein. Said waiver shall need to be ratified, confirmed, and
approved by the City Commission, by a four -fifths (4/5ths) affirmative vote, during an advertised
public hearing.
