Purpose of Item:
APPROVING AN EMERGENCY RENTAL AND UTILITY ASSISTANCE PROGRAM, AS
SPECIFIED IN ATTACHMENT "A", ATTACHED AND INCORPORATED, TO PROVIDE
ASSISTANCE TO ELIGIBLE LOW INCOME TENANTS IN THE CITY OF MIAMI
("CITY"), WHO HAVE LOST THEIR JOBS DUE TO THE OUTBREAK OF THE NOVEL
CORANAVIRUS; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE ANY AND ALL THE NECESSARY DOCUMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, AS MAY BE NECESSARY TO
IMPLEMENT THE PROGRAM, SUBJECT TO ALL FEDERAL, STATE, AND LOCAL
LAWS THAT REGULATE THE USE OF FUNDS.
Background of Item:
Pursuant to Resolution No. R-20- , adopted April 23, 2020, the Miami City
Commission approved the allocation of $6,598,623 which included an amount of
$1,684,063 in HOPWA-CV, supplemental allocation funds for fiscal year 2020, under
the Coronavirus Aid, Relief and Economic Securities ("CARES") Act.
There is a need to allocate a significantly portion of these funds to support tenants who
are struggling and at risk of losing their home because of the current health crisis.
The goal of the program is to provide rental and utility assistance to tenants while
ensuring that property owners keep them safe and secure in their home.
A summary of the Emergency Rental and Utility Assistance Program's Policies and
Guidelines is attached and incorporated as Attachment "A".
The City Administration recommends approving the Emergency Rental and Utility
Assistance Program as specified in Attachment "A", attached and incorporated, tho
assist eligible low-income tenants within the City of Miami, who have lost their jobs due
to the outbreak of the novel coranavirus.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING AN EMERGENCY RENTAL AND UTILITY ASSISTANCE PROGRAM AS
SPECIFIED IN EXHIBIT "A," ATTACHED AND INCORPORATED, TO PROVIDE
ASSISTANCE TO ELIGIBLE LOW INCOME TENANTS IN THE CITY OF MIAMI
("CITY") WHO HAVE LOST THEIR JOBS DUE TO THE OUTBREAK OF THE NOVEL
CORONAVIRUS; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE, SUBJECT TO ALL
FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH
FUNDS.
WHEREAS, pursuant to Resolution No. R-20-0123 adopted on April 23, 2020, the Miami
City Commission accepted $6,598,623.00 in special grant funds for Fiscal Year 2019-20, which
included an amount of $3,281,526.00 pursuant to the Coronavirus Aid, Relief and Economic
Securities ("CARES") Act; and
WHEREAS, there is a need to allocate a portion of these funds to support tenants who are
struggling and at risk of losing their homes because of the current health crisis ("Program"); and
WHEREAS, the goal of the Program is to provide rental and utility assistance to tenants
while ensuring that property owners keep tenants in their homes safely and securely; and
WHEREAS, a summary of the Program's policies and guidelines is attached and
incorporated as Exhibit "A"; and
WHEREAS, pursuant to Resolution No. 20-0138 adopted on April 30, 2020, the Miami City
Commission approved the allocation of $1,625,220.80 in special grant funds to the Program;
and
WHEREAS, the City of Miami's ("City") Administration recommends approving the funding
for Program, as more particularly specified in Exhibit "A," attached and incorporated, to assist
eligible low-income tenants within the City who have lost their jobs due to the outbreak of the
Novel Coronavirus and are at risk of losing their homes;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Program and funding, as more particularly specified in Exhibit "A,"
attached and incorporated, is approved.
Section 3. The City Manager is authorized' to negotiate and execute any and all
necessary documents, all in a form acceptable to the City Attorney, for said purpose, subject to
all federal, state, and local laws that regulate the use of such funds.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
APPROVED AS TO FORM AND CORRECTNESS:
1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
