Background of Item: Pursuant to Resolution No. R-20- , adopted April 23, 2020, the Miami City Commission approved the allocation of $6,598,623 which included an amount of $1,633,034 in supplemental allocation of ESG-CV for fiscal year 2020, under the Coronavirus Aid, Relief and Economic Securities ("CARES") Act. There is a need to allocate these funds in order for the City to prevent, prepare for, and respond to the coronavirus pandemic (COVID-19) among individuals and families who are homeless or receiving homeless assistance. The funds will also support additional homeless assistance and homelessness prevention activities to mitigate the impacts of COVID-19. The City Administration recommends the allocation of supplemental ESG-CV funds in the amount of $1,633,034 for fiscal year 2019-20 from the Department of Housing and Community Development to the agencies/departments, specified in Attachment "A", to be used to prevent, prepare for, and respond to the Covid-19, among individuals and families who are homeless or receiving homeless assistance to mitigate the impacts of the Coranavirus (Covid-19). WHEREAS, pursuant to Resolution No. 20-0123 adopted on April 23, 2020, the Miami City Commission approved the acceptance of $6,598,623.00, which included an amount of $1,633,034.00 in supplemental Emergency Solutions Grant ("ESG-CV") funds for Fiscal Year ("FY") 2019-20, under the Coronavirus Aid, Relief and Economic Security ("CARES") Act; and WHEREAS, there is a need to allocate these funds in order for the City of Miami ("City") to prevent, prepare for, and respond to the Novel Coronavirus ("COVID-19") pandemic's impact on individuals and families who are homeless or receiving homeless assistance; and WHEREAS, these funds will also support additional homeless assistance and homelessness prevention activities to mitigate the impacts of COVID-19; and WHEREAS, the City's Administration recommends the allocation of supplemental ESG- CV funds in the amount of $1,633,034.00 from the Department of Housing and Community Development to the agencies/departments specified in Exhibit "A," attached and incorporated, to be used to prevent, prepare for, and respond to the COVID-19 pandemic's impact on individuals and families who are homeless or receiving homeless assistance in order to mitigate the effects of the COVID-19 pandemic; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The allocation of supplemental ESG-CV funds in the amount of $1,633,034.00 for FY 2019-20, as more particularly specified in Exhibit "A," attached and incorporated, to be used to prevent, prepare for, and respond to the COVID-19 pandemic's impact on individuals and families who are homeless or receiving homeless assistance in order to mitigate the effects of the COVID-19 pandemic is authorized.' Section 3. The City Manager is authorized to negotiate and execute any and all necessary documents, all in a form acceptable to the City Attorney, for said purpose, subject to all federal, state, and local laws that regulate the use of such funds. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: ndez, ity Attor ey 4/28/2020 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
