Purpose of Item:
AUTHORIZING THE HOUSING OPPORTUNITIES FOR PERSONS WITH
AIDS ("HOPWA-CV") SUPPLEMENTAL ALLOCATION FUNDS IN THE AMOUNT OF
$1,684,063, PROVIDED UNDER THE CORONAVIRUS AID, RELIEF, AND
ECONOMIC SECURITY ("CARES") ACT, FOR FISCAL YEAR 2019-20, AS
SPECIFIED IN THE ATTACHMENT "A", ATTACHED AND INCORPORATED, TO BE
USED FOR RENTAL ASSISTANCE, SUPPORTIVE SERVICES, AND OTHER
NECESSARY ACTIONS, TO ADDRESS THE IMPACT OF COVID-19, AMONG
ELIGIBLE LOW-INCOME INDIVIDUALS AND FAMILIES LIVING WITH HIV/AIDS;
FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE
ANY AND ALL THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, AS MAY BE NECESSARY TO IMPLEMENT THE ALLOCATIONS,
SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE
USE OF SUCH FUNDS.
Background of Item:
Pursuant to Resolution No. R-20- , adopted April 23, 2020, the Miami City
Commission approved the allocation of $6,598,623 which included an amount of
$1,684,063 in HOPWA-CV, supplemental allocation funds for fiscal year 2019-20, under
the Coronavirus Aid, Relief and Economic Securities ("CARES") Act.
There is a need to allocate these funds to be used for rental assistance, supportive
services, and other necessary actions, in respond to the coronavirus pandemic (COVID-
19), among eligible low-income individuals and families living with HIV/AIDS.
The City Administration recommends the allocation of supplemental HOPWA-CV funds
in the amount of $1,684,063 for fiscal year 2019-20 from the Department of Housing
and Community Development to the agencies, specified in Attachment "A", for rental
assistance, supportive services, and other necessary actions, to address the impact of
Covid-19, among eligible low-income individuals and families living with HIV/AIDS.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ALLOCATING THE HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS
("HOPWA-CV") SUPPLEMENTAL FUNDS IN THE AMOUNT OF $1,684,063, AS
PROVIDED UNDER THE CORONAVIRUS AID, RELIEF, AND ECONOMIC SECURITY
("CARES") ACT, FOR FISCAL YEAR 2019-20, AS MORE PARTICULARLY
SPECIFIED IN EXHIBIT "A," ATTACHED AND INCORPORATED, TO BE USED FOR
RENTAL ASSISTANCE, SUPPORTIVE SERVICES, AND OTHER NECESSARY
ELIGIBLE ACTIONS TO ADDRESS THE IMPACT OF THE NOVEL CORONAVIRUS
("COVID-19") PANDEMIC AMONG ELIGIBLE LOW-INCOME INDIVIDUALS AND
FAMILIES LIVING WITH HIV/AIDS; AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE, SUBJECT
TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF
SUCH FUNDS.
WHEREAS, pursuant to Resolution No. 20-0123 adopted on April 23, 2020, the Miami
City Commission approved the acceptance of $6,598,623.00, which included an amount of
$1,684,063.00 in Housing Opportunities For Persons With AIDS ("HOPWA-CV") supplemental
allocation funds for Fiscal Year ("FY") 2020, under the Coronavirus Aid, Relief and Economic
Security ("CARES") Act; and
WHEREAS, there is a need to allocate these funds to be used for rental assistance,
supportive services, and other eligible necessary actions in response to the Novel Coronavirus
("COVID-19") pandemic for eligible low-income individuals and families living with HIV/AIDS;
and
WHEREAS, the City of Miami's Administration recommends the allocation of
supplemental HOPWA-CV funds for FY 2019-20 in the amount of $1,684,063.00 from the
Department of Housing and Community Development to the agencies specified in Exhibit "A,"
attached and incorporated, for rental assistance, supportive services, and other necessary
eligible actions to address the impact of the COVID-19 pandemic among eligible low-income
individuals and families living with HIV/AIDS;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The allocation of HOPWA-CV supplemental funds in the amount of
$1,684,063.00 as provided under the CARES Act for FY 2019-20, as more particularly specified
in Exhibit "A," attached and incorporated, to be used for rental assistance, supportive services,
and other necessary eligible actions to address the impact of the COVID-19 pandemic among
eligible low-income individuals and families living with HIV/AIDS is approved.
Section 3. The City Manager is authorized' to negotiate and execute any and all
necessary documents, all in a form acceptable to the City Attorney, for said purpose, subject to
all federal, state, and local laws that regulate the use of such funds.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
