I am a small Business enterprises under represented in access to the gap funding, yet over represented by rules of disqualification that omit our triplicated and intersecting factors that we surive as sole propiors, persons with disability, an infividual professionals. We are Less that 1% of those that access procurement oppurtunities in our State, County and City of Miami. While the City of Miami has invested millions of federal dollars in non-competitive process for federal funds, we find that it is unfairly more challenging when we compete with organizations that are not engaged in comparible process. This oppurtunity to show CARE dollars will help ALL restorae maintain and create and s, intermittent funds should sustain those of us on the cusp or survival, and we sould not have non comptitive disbusement to techical agencies whom challenges us withcircles noninlcusive to our cultre, andneed of special care, wihtout having to hear the emptyresponse o requet for oversight of rejection , from middle agencies, that provide the same techical assistance reddundatly funded in trickle down manner without oversight or local trnsparency and standards of inclusion. I am appealing to you today to ensure: standards and inclusionof persons living and working disabilities in allocation to all funded participants and applications submitted by citizens business owners standing in the gaps. Social services should not be reduced totchose whom are politically inclined only, Criteria for partnerships and collaborations with Local businesses, and thoe that sustain business such as Tailors, barbershops, (see CRA) food truck owners, artists etc. that Line the Corridors and compete with employes of agencies taht already have the inside scoop has Left a bitter taste of being excluded in our access to support services sufficient tools, wifi, and service fees to access etc etc. Let atone favoritism and bias programming with slender oversight an accountability to personality and weLL. NObodies perfect, Howeverthe funidng does not includeguidLeings or Loopholes to consistently allow thes noncompetive yet comptive practices These foundation which recieve these federal allocations shad not just be paying adminstrative feeds to one executive, as redundant Line items sucking up an upon the oppurtunity taht shad be fairly provided to all that exists.
