Background of Item: This renewal will extend the Programmatic Agreement for an additional five years. This will fulfill the City of Miami's historic preservation responsibilities as a recipient and administrator of federal funds under Section 106 of the National Historic Preservation Act. The City Commission at its meeting on May 24, 2012, adopted Resolution No. R- 12-0217 recommending approval of the programmatic agreement. There are no matching funds required of the City. WHEREAS, the Miami Historic and Environmental Preservation Board ("HEPB"), at its meeting on May 1, 2012, following an advertised public hearing, adopted Resolution No. HEPB- 2012-30, attached and incorporated as Exhibit "B," by a vote of seven to zero (7-0), Item No. 13, recommending approval of the Programmatic Agreement, attached and incorporated as Exhibit "A"; and WHEREAS, the City Commission, at its meeting on May 24, 2012, following an advertised public hearing, adopted Resolution No. 12-0217, attached and incorporated as Exhibit "C", by a vote of four to zero (4-0), Item No. PZ.2, approving the Programmatic Agreement, attached and incorporated as Exhibit "A"; and WHEREAS, the HEPB, at its meeting on March 5, 2019, following an advertised public hearing, adopted Resolution No. HEPB-R-19-013, attached and incorporated as Exhibit "D," by a vote of nine to zero (9-0), Item No. HEPB 8, recommending approval of the Programmatic Agreement, attached and incorporated as Exhibit "A"; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized' to enter into a Programmatic Agreement, in substantially the attached form, with the Florida State Historic Preservation Office, the Advisory Council on Historic Preservation, and any other agency, as required, to expedite the City of Miami's ("City") fulfillment of the City's historic preservation responsibilities as a recipient and administrator of Federal funds under Section 106 of the National Historic Preservation Act. Section 3.
