HomeMy WebLinkAboutR-20-0121City of Miami Resolution R-20-0121 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 7364 Final Action Date: 4/23/2020 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), APPROVING THE BUSINESS CONTINUITY MICRO -ENTERPRISE ASSISTANCE PROGRAM AS MORE PARTICULARLY DESCRIBED IN EXHIBIT "A," ATTACHED AND INCORPORATED, FOR ELIGIBLE BUSINESSES IN THE CITY OF MIAMI IN RESPONSE TO ECONOMIC INJURIES CAUSED AS A RESULT OF THE CORONAVIRUS; AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING AMENDMENTS, EXTENSIONS, AND MODIFICATIONS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. SPONSOR(S): Commissioner Ken Russell WHEREAS, according to the Code of Federal Regulations under 24 CFR 570.201(o), the United States Department of Housing and Urban Development ("HUD") authorizes the use of Community Development Block Grant ("CDBG") funds to provide assistance to public and private organizations, agencies, and other subrecipients (including nonprofit and for -profit subrecipients) to facilitate economic development; and WHEREAS, pursuant to the Federal Government's declaration of a national emergency, State of Florida Executive Order 20-52, and the City of Miami's ("City") declaration of a Local State of Emergency as a result of the Coronavirus ("COVID-19"), all non -essential businesses are required to be closed resulting in loss of revenues and jobs throughout the City; and WHEREAS, the City's Department of Housing and Community Development ("HCD") has developed a Business Continuity Micro -Enterprise Assistance Program ("Program") for eligible businesses in the City in order to stabilize businesses and to retain jobs during this unique period of time; and WHEREAS, the City's Administration recommends the approval of the Program as more particularly described in Exhibit "A," attached and incorporated, for eligible businesses in the City in response to the economic injuries inflicted as a result of COVID-19; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City's Program as more particularly described in Exhibit "A," attached and incorporated, for eligible businesses in the City in response to economic injuries caused as a result of COVID-19 is approved. The City Manager is authorized' to negotiate and execute any and all necessary documents, including amendments, extensions, and modifications, all in forms acceptable to the City Attorney, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: "ndez, City tor 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
