West Grove. It is essential
that this neighborhood
benefit from its own tax -

authorities to equitably
distribute its funds for the

city and our residents, and
instead, threaten our
communities and the
affordability of our city. The
adverse effects SAPs can
have on working-class
communities of color in
Miami's historic
neighborhoods are
becoming impossible to
ignore. The SAP process is
deeply flawed due to: -
Minimal to non-existent
requirements in ensuring
neighborhood preservation -
Lack of meaningful
processes to gather public
input and negotiate
community benefits -Lack
of study on the impact to No
the surrounding
neighborhood, such as on
traffic, the environment or
displacement In addition,
we believe that it's
important that community
benefit agreements (CBA)
are central to any upzoning
development and a model
CBA be adopted as part of
any upzoning development
SAPs have become a toot
for investors to speculate
rather than develop the
community for the best of
its residents, distorting the
Land and real estate market
and inflating housing costs,
and do not add to our
affordable housing stock.

UNPRECEDENTED virtual
pandemic hijack that took
place at the Last
Commission Meeting when
the distraction of the
DEADLY PANDEMIC was
used to renege on the
UNANIMOUSLY approved
OMNI CRA expansion into
the Coconut Grove ViLtage
West that would have kept
OUR neighborhood tax
revenue in OUR
neighborhood for public
space and infrastructure
improvements, historic
preservation and
desperately needed
affordable housing. But it's
not too Late to do the right

effects of SAPs are crucial
to this conversation. It has
been ten years since Miami
21's adoption, adjusting
SAPs, not their elimination
is the way to go. Miami
also has a significant
affordable housing crisis,
which may become worse,
as we are expecting
100,000 more people by
2040. The majority of the
city has Low Density
zoning. Land and
construction costs are high.
We need tools to bring
costs down so even more
units can be built. This is
key to the affordability
issue. I have heard
recommendations of SAP
adjustments by the
planning department, they
make sense. To add to
that, from a resilience
standpoint: - I would
suggest SAPs increased
storm water retention,
along with projections into
the future of storm water
retention needs to ensure
they are not adding to a
flooding hazard to the
neighborhood that is
attached to the downstream
system. - SAP mixed -use
projects often include large
amounts of parking,
designing in public access
for both vehicles and
pedestrians would be
beneficial. Mobility trends
are moving to less single -
occupancy vehicles. Our
minimum standards should
reflect that. If the garages
are built with public access
in mind, as the SAPs own
parking needs are
diminished in the future,
nearby development can
treat those large garages
Like a parking district. - If
there are safe structures on

allowed to be demolished
until certain parameters are

references to Special Area
Plans in the City of Miami
code. This Item AND
Repeal of SAPs from Miami
21 should be both
brought together. SAPs
have not served our city
and our residents, and
instead, threaten our
communities and the
affordability of our city. In
addition, we believe that it's No
important that community
benefit agreements (CBA)

any upzoning development.
A baseline CBA wilt include
a detailed description and
timeline of community input
into the project, reference a
displacement analysis,
inclusionary housing, job
creation, living wage, and
community benefits and
amenities provided by
developer and project.
Village West Coconut Grove
as a Bahamian heritage
community wilt be nearly
extinct in another 5 years
due to gentrification, i.e..,
People with more money
displacing existing residents
who are of Island descent I
support creation of a CRA
in West Grove to assist
homeownership via creation
of Land Trusts and to
facilitate repair/replacement
of existing homes for
current Village West
residents. Renters are easy
to displace while
homeowners anchor their
neighborhoods. It's better
for everyone in Miami to
have healthy and happy
neighborhoods for people of
all income leveLs.

21 to remove references to
Special Area Plans. FR1
only amends the City
Code, and removes
references to Special Area
Plans from the functions of
the PZAB. These items are
directly linked and should
be decided upon together.
It is also important to note
that repeal alone is not
enough; as detailed in the
attachment to this item
entitled "Comments on
Future Legislation..:' the
repealshould by
accompanied by other
policies to support
affordable housing
development, better access Yes
to affordable commercial
space, enforceable
community benefits and
environmental impact
controls as well as
incentives for development
of community and trusts.
The Miami 21 Task Force's
review of Miami 21
theoretically presents the
opportunity to ensure that
some of these mechanisms
get written into a revised

serving over 6700 students
when the Grove has
approximately an area that
is 5 square miles and
21,000 residents. The
impact to the City of
Miami's neighborhoods is
even greater traffic
bottlenecks that will impose
an immense burden on our
quality of life, with gridlock
causing increased pollution
and toxic traffic fumes, and
the loss of our most
personal measurable
resource, our time and
money. Especially for the
residents of Coconut Grove
— where school traffic
congestion is already
crippling. Removing over
half of its 220 trees wilt
destroy ViLta Woodbine's
Lush tree canopy, green
space and the site's
protected historic and
naturaL resources. The
footprint SF of new
construction wilt be 8 times
Larger than the ViLta, and
wilt add over104,000 SF of
non -pervious surface. These
factors pose a grave hazard
to the resilience of an
already delicate coastal
corridor area and will Likely
create flooding of
surrounding properties.
Approving a new school at
the historic ViLta Woodbine
property at 2167 S
Bayshore Drive poses risks

Grove.My parents were
immigrants from thr
Bahamas who followed
other relatives that settled
here as early as the late
1880's.The passing of this
item gives me and others
similarly situated an
opportunity to finish
something our forefathers
started so very long ago
which is the building of a
great community with
sembLances of Bahamian
Culture and that of the
many that came to make a
decent Living for our
families. The kind of
assistance enabled by a
CRA tends to negate all of
the maL treatment of this
community by all of this
Commission's
predecessors.I and so
many of my friends and
relatives that stilt think of
this place as our home

ordinance revisions to
elevate seawalls in
response to sea level rise.
The MRC unanimously
recommended approval of
the City's proposed
ordinance amendments to
increase sea level
elevations in response to
sea level rise, with the
following conditions: 1.
Work on addressing the
required financing 2.
Include both private and
public sector seawalls 3.
Consider any differences
which maybe needed in D1
and D3 zoning, in order to
avoid any unintentional
impacts. 4. In response to a
code violation, amend the
compliance deadline to 5-6
years to provide time
needed to secure funding 5.
No code enforcement
violations if flooding occurs
in severe storms Your time
