Sea para tomar la aromatica bebida o simplemente `tratar de arreglar el
mundo', estos lugares tambien sienten el peso de la pandemia de coronavirus
JESUS HERNANDEZ

Al pasar por las principa-
les calles del Gran Miami,
encontrara al menos una
docena de cafeterias con
ventanitas habilitadas
que no solo sirven para
servir cafe espresso y
croquetas al transetinte,
sino tambien como lugar
de encuentros donde to
mismo se habla de la fa-
milia que se plantean so-
luciones magicas para
componer el mundo. Ce-
rrarlas, prohibirlas, aun
en tiempo de pandemia
por eoronavirus, es con-
siderado por muchos un
"sacrilegio" y mas.
"Comprendo la orden
que fue emitida en Hia-
leah. All! tal vez las cosas

se fueron de la mano. Pero
aqui en Miami guardamos
la distancia y cerrar las
ventanitas seria un error",
comento a DIARIO LAS
AMERICAS Esteban, un
senor de mas de 7o afios
que esperaba su turn a los
seis pies de distancia indi-
cados en el suelo frente a la
cafeteria del Versailles.
En efecto, Hialeah adopto
una orden 'especial' que
est[a dirigida a regular la
manera que la populares
ventanitas son utilizadas:

"CJnicamente para acer-
carse, pedir algo, pagar y ya,
nada mas", dijo el alcalde de
Hialeah, Carlos Hernandez,
por medio de un video que
publico en Instagram.
"No se permite que la gente
permanezca a la ventana to-
mando cafe o conversando
con alguien", subraye.
De hecho, el Condado
Miami -Dade establecio la
distancia de seis pies entre
personas como medida
exceptional para contra-
rrestar el contagio de co-
ronavirus, orden que se
cumple en la gran mayoria
de los establecimientos co-
merciales de Miami y otras
municipalizadas o zonas
adyacentes.
S•is pies
A Mario le cuesta mucho
mantener la distancia.
Acostumbrado a conversar
con tres y cinco amigos a la
vez, situados todos frente a
la ventanita del Versailles.
"No es facil. Nosotros
somos de hablar cerca, de
poner la mano en el hom-
bro, de reirnos y abrazar,
pero entendemos la situa-
tion y cumplimos la orden",
aseguro Mario, mientras sa-
boreaba una tacita de cafe y
sostenia en la mano un car-
tucho con un par de pasteli-
tos de guayaba y queso.
Temor hay, de que una
orden condal o municipal
ordene cerrar el 'sagrado'
lugar de encuentros o que
al menos siga la iniciativa de
Hialeah, de regularlas aun
mas por decreto, como ha
sucedido con otras prohi-
biciones en Miami y Miami
Beach, que luego de ser pro-
mulgadas por una o la otra
son adoptadas por el resto
de las administrations.
Hace 22 anos, en 1998, la
autoridad estatal de Salud
anuncie que "mandaria a
cerrar las ventanitas" por
considerarlas "inadecua-
das y antihigienicas", ya
que "favorecia la presencia
deinsectos".
Rapidamente la opinion
publica reaction, critice la
medida anunciada, incluso
Mince) a quienes la pro-
mulgaban de "ignorantes-
a quienes la dictaban desde
Tallahassee por el deseono-
cimiento que ello suponia.
Entonces el Gobierno con -
dal, encabezado en aquel
momento por Alex Penelas,
reaction y pidio a la auto-
ridad estatal "reconsiderar"
la medida y el estado deei-
die no aplicar el cierre de
las celebres ventanitas.
"Aqui se han vivido los
grandes acontecimientos
del pais. Desde la victoria
de Ronald Reagan en 1980
hasta la traicion al nifio
Elian Gonzalez y la muerte
del tirano (Fidel Castro)
hace tres anos, y cada una
de las cosas que han suce-
dido en este pueblo", re-
clamo Mario, quien calitice
cualquier intento de cierre
de "sacrilegio" por el valor
"historico y social que tic-
nen" y porque ellos, en
Miami, "cumplen las medi-
das de distancia".
Y es que pararse frente a
una de ellas es tan popu-
lar, sea para tomar cafe,
comer croquetas y pasteli-
tos o simplemente `tratar
de arreglar el mundo' •

sora en Florida Interna-
tional University.
"Tenemos que recorder
que la violencia contra las
mujeres tiene que ver con
el poder. Y en momentos
como este, las personas se
sienten impotentes. Aque-
llos que han usado la vio-
lencia como excuse pars
enfrentar otros factores
estresantes continua -
ran haciendolo aun mas
ahora", explico Stephens.
De ahi que, como senald,
"los proveedores de servi-
cios de ayuda en casos de
violencia ven no solo au-
mentos en el n6mero de
reportes, sino tambien en
la intensidad y frecuencia
durante tiempos de crisis".
Katie Ray -Jones. presi-
dents de la Linea Nacio-
nal contra la Violencia
Domestica, dijo que se ha
visto un incremento en
el namero de Ilamadas,
asi como de victimas que
reportan actos de violen-
cia en los que la persona
abusadora usa el COVID-
19 como una herramienta
para manipular o defier a
su pareja.
Por ejemplo, los abu-
sadores pueden retener
elementos necesarios
como desinfectantes pars
manos, pueden compartir
information errimea sobre
la pandemia para controlar
o asustar a la pareja, o evi-
tar que busquen atencion
medica adecuada si tienen
sintomas.
"La violencia domestica
es, siguiendo al Dr John
Gottman, situacional y
caracterologica, es decir,
se incrementa cuando
existe un imbalance de
poder repentino entre
las parejas provocado por
crisis personales y socia-
les tales como desempleo,
encarcelamientos y en-
cerramientos", comento
el Dr. Jorge Pina , LMHC,
LP, Consejero Licenciado
en Salud Mental, psicote-
rapeuta y psicoanalista en
Nueva York.
Violencia hacia la mujer
Las Naciones Unidas defi-
nen la violencia contra la
mujer como "todo act() de
violencia de genera que re-
sulte, o puede tener como
resultado un dano fisico,
sexual o psicol6gico pars
la mujer, inclusive las ame-
nazas de tales actos, la
coacci6n o la privation ar-
bitraria de libertad, tanto
si se producen en la vide
piblica como en la pri-
vada".
Segon un informe de la
Organization Mundial de
la Salud, en conjunto con
la Escuela de Higieney Me-
dicine Tropical de Londres
y el Consejo Sudafricano
de Investigaciones Mech-
em, "el 35% de las mujeres
del mundo entero han sido
victimas de violencia fisica
y/o sexual por parte de su
pareja o de violencia sexual
por parte de personas dis-
tintas de su pareja".
Antonio Guterres, Secre-
tario General de las Nacio-
nes Unidas, senal6 que hay
"un estremecedor repunte
global de la violencia do-
mestica" contra mujeres y
nines ocurridos durante
las 6ltimas semanas, de-
bido a los confinamientos
decretados por los Gobier-
nos durante la pandemia
del COVID-19".
"Sabemos que los confi-
namientos y las cuaren-
tenas son esenciales para
reducir el COVID-ig. Pero
pueden hacer que las mu-
jeres se vean atrapadas con
parejas abusivas", declare)
Guterres, quien hace hin-
capie que la violencia no
solo radica en los Campos
de batalla.
La guerra puede ocu-
rrir en casa. Esta amenaza
sobre mujeres y ninas ra-
dice en el lugar "donde de-
berian estar mas seguras:
en sus propios hogares".
Aumento de la violencia
La historia se suele repetir
en momentos de crisis. En
su experiencia estudiando
casos de violencia de ge-
nera, la profesora Stephens
record() que "la violencia
contra la mujer aumenta
en tiempos de inestabili-
dad tanto en las relaciones
como en la sociedad".
"Los estudios posteriores
al huracan Katrina y du-
rante la recesion de aoo8
reportaron aumentos simi-
lares en la violencia contra
las mujeres. Sin embargo,
este pandemia tiene una
lnea de riesgo adicional
Unica, ya que nos vemos
obligados a permanecer en
ellugar" •
