HomeMy WebLinkAboutR-20-0112City of Miami Resolution R-20-0112 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 7354 Final Action Date: 4/9/2020 A RESOLUTION OF THE MIAMI CITY COMMISSION RESCINDING IN ITS ENTIRETY RESOLUTION NO. 19-0420 ADOPTED ON OCTOBER 24, 2019 AND DE -ALLOCATING ANTI -POVERTY INITIATIVE ("API") FUNDS IN THE TOTAL AMOUNT OF TWENTY-FIVE THOUSAND DOLLARS ($25,000.00) ("FUNDS") THAT WERE PREVIOUSLY AWARDED TO THE NATIONAL ASSOCIATION FOR THE ADVANCEMENT OF COLORED PEOPLE, INC., A FOREIGN NOT FOR PROFIT CORPORATION ("NAACP"), ON BEHALF OF THE MIAMI-DADE BRANCH OF THE NAACP IN SUPPORT OF THE NAACP'S FREEDOM FUND; FURTHER, PURSUANT TO SECTION 18-72 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED ("CITY CODE"), RE- ALLOCATING THE FUNDS FROM THE MAYOR'S SHARE OF THE CITY'S ANTI -POVERTY INITIATIVE TO THE RESOURCE ROOM, A FOREIGN NOT FOR PROFIT CORPORATION, ON BEHALF OF THE MIAMI-DADE BRANCH OF THE NAACP FOR ITS FREEDOM FUND; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. SPONSOR(S): Mayor Francis X. Suarez WHEREAS, the City of Miami ("City") created the Anti -Poverty Initiative ("API") to address poverty based on a strategy of focusing the provision of support towards the City's residents achieving self-sufficiency; and WHEREAS, pursuant to Resolution No. 19-0420 adopted on October 24, 2019, the City Commission allocated funds from the Mayor's share of the City's API in an amount not to exceed Twenty -Five Thousand Dollars ($25,000.00) to the National Association for the Advancement of Colored People, Inc., a Foreign not for profit corporation ("NAACP"), on behalf of the Miami -Dade Branch of the NAACP, in support of its Freedom Fund; and WHEREAS, the City and the NAACP now wish to reallocate the aforementioned funds to the Resource Room, a Florida Not for Profit Corporation ("Resource Room"); and WHEREAS, the Resource Room, on behalf of the Miami -Dade Branch of the NAACP, is seeking funding in support of its Freedom Fund ("Program"); and WHEREAS, the Program, as described in further detail in the API Funding Request Form, attached and incorporated as Exhibit "A," will provide yearlong activities to impoverished communities in the City including job training, hurricane preparedness, clean and sanitary housing opportunities, and additional community related activities; and WHEREAS, pursuant to Section 18-72 of the Code of the City of Miami, Florida, as amended ("City Code"), the Mayor wishes to provide grant funds from the Mayor's share of the City of Miami Page 1 of 2 File ID: 7354 (Revision:) Printed On: 5/1/2025 File ID: 7354 Enactment Number: R-20-0112 City's API in an amount not to exceed Twenty Five Thousand Dollars ($25,000.00) ("Funds") for the Program; and WHEREAS, the City Manager is requesting authority from the City Commission to negotiate and execute any and all documents necessary, all in a form acceptable to the City Attorney, for the allocation of Funds for the Program; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. Resolution No. 19-0420 adopted on October 24, 2019 is hereby rescinded in its entirety and the API funds in the total amount of Twenty -Five Thousand Dollars ($25,000.00) that were previously awarded to the NAACP on behalf of the Miami -Dade Branch of the NAACP in support of the NAACP's Freedom Fund are deallocated. Section 3. Pursuant to Section 18-72 of the City Code, the City Manager is authorized' to allocate the aforementioned Funds from the Mayor's share of the City's API to the Resource Room for the Program. Section 4. The City Manager is further authorized' to execute any and all necessary documents, all in a form acceptable to the City Attorney, for said purpose. Section 5. This Resolution shall become effective immediately upon its adoption.
