RE: Your Leadership on Reemployment Assistance

We the undersigned local, state and federal elected officials. respectfully request immediate
executive action on behalf of our constituents attempting to apply for unemployment benefits,
particularly those who have lost their jobs during the ongoing COVID-l9 pandemic.
Recognizing that the application system for reemployment assistance (RA) is currently
m crwhclnied, we ask for immediate action to help ill easing our constituents' anxiety and in
reducing the strain on the system.
\lost of our out -of -work constituents are not able to complete their application by phone or
online at this time. They lose out On needed benefits (for which the, are eligible) e‘cry day that
they are not able to complete an application. 1'ou can imagine the stress and hardship this places
on our residents who are already going through a very tough time.
\Vc ask for you to take all necessary steps to ensure that for those losing their,jobs because of the
COVID-I9 public health emergency, RA benefits would he paid retroactive to the date of job
Toss regardless of the date an application is finalized. These steps would include building on prior
emergency action by issuing an emergency order from DEO to accomplish this and then clearly
communicating on DEO's website that those losing their jobs because of the COVED-19 public
health emergency will he paid benefits from the date ()I' loss and not from the date that their
application is complete. As you work With the Department of Labor, please advocate for
retroactivity guidance consistent with this paragraph for the unemployment programs expanded
or created by the (-ARES Act.
In addition. we ask that DE() take all administrative action necessary for all RA applicants
(regardless of how they lost their job) to hold them harmless from the current problems in
completing an application. We request that you treat an application as complete on the date the
application was initiated. II -it is not possible for the DE() to independently determine \then an
application was initiated. then we ask that you alloy applicants to self -report the date they
initiated (or attempted to initiate) an application for RA and use that date for the purposes of
paying benefits.
While we understand that steps are being taken to increase DEO's telephone intake capacity and
upgrade websitc functions. the retroactivity we request will ease both our constituents'
frustrations as well as. potentially. burdens on the application system. 13

Floridians impacted by the public health emergency and then unable to complete an application
through no fault of their own should not be penalized for it.
