HomeMy WebLinkAboutAgenda Item Summary FormAGENDA ITEM SUMMARY FORM File ID: #7262 Date: 03/04/2020 Commission Meeting Date: 04/09/2020 Requesting Department: Department of Fire - Rescue Sponsored By: District Impacted: All Type: Resolution Subject: Execute Interlocal Agreement - Public Health Trust of Miami -Dade Purpose of Item: The nature of this item is to authorize a resolution of the Miami City Commission with attachments, authorizing the City Manager to execute the Interlocal Agreement ("Agreement") in substantially the attached form, with the Public Health Trust of Miami - Dade County, Florida, an agency and instrumentality of Miami -Dade County ("Health Trust"), for the provision of medical direction services, for the Department of Fire - Rescue ("Fire") for a period of five (5) years on a contractual basis pursuant to Section 18-112; authorizing the City Manager to execute the Agreement, in substantially the attached form; further authorizing the City Manager to negotiate and execute all other documents, including any amendments, renewals, extensions, and in accordance to the Agreement, subject to allocations, appropriations and budgetary approval having been previously made, and in compliance with applicable provisions of the Code of the City of Miami, Florida, as amended ("City Code"), including, the City of Miami's Procurement Ordinance, Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City Code, in a form acceptable to the City Attorney, and in compliance with applicable regulations, as may be necessary for said purpose. Background of Item: The Department of Fire -Rescue ("Fire") Emergency Medical Services ("EMS") has a need for medical direction services to supervise and provide medical oversight for the medical performance of the City's Paramedics and Emergency Medical Technicians ("EMT's"), as required by Florida State Statute 401.265 as amended. The Health Trust has been providing these comprehensive services to the City of Miami for over forty (40) years, and has continued to increase the level of service and training for the EMTs. In an effort to continue this trend, it is recommended that the City enter into an Interlocal Agreement with the Health Trust pursuant to Section 18-112 of the City Code for an annual amount of $295,580.00. WHEREAS, pursuant to Section 401.265, Florida Statutes, as amended, the City of Miami's ("City") Department of Fire -Rescue ("Fire") is required to have medical direction services to supervise and provide medical oversight for the medical performance of Fire's paramedics and emergency medical technicians ("EMTs"); and WHEREAS, pursuant to Section 18-112 of the Code of the City of Miami, Florida, as amended ("City Code"), the City seeks to enter into an Interlocal Agreement, in a form acceptable to the City Attorney, for said medical direction services for Fire with the Public Health Trust of Miami -Dade County, Florida, an agency and instrumentality of Miami -Dade County ("Health Trust"); NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Pursuant to Section 18-112 of the City Code, the City Manager is authorized to execute an Interlocal Agreement, in a form acceptable to the City Attorney, for medical direction services for Fire with the Health Trust for a period of five (5) years. Section 3. The City Manager is further authorized to negotiate and execute any and all other documents, including any amendments, renewals, and extensions, subject to all allocations, appropriations, prior budgetary approvals, compliance with all applicable provisions of the City Code, including the City's Procurement Ordinance, Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City Code, in a form acceptable to the City Attorney, and in compliance with all applicable laws, rules, and regulations as may be deemed necessary for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption.
