HomeMy WebLinkAboutR-20-0080City of Miami Resolution R-20-0080 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 7218 Final Action Date: 3/12/2020 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO ACCEPT A DONATION FROM THE COCONUT GROVE BUSINESS IMPROVEMENT DISTRICT ("CGBID") IN THE AMOUNT OF FIFTY THOUSAND DOLLARS ($50,000.00) TO ESTABLISH A SPECIAL REVENUE PROJECT TITLED "THE CGBID SECURITY SYSTEM" ("PROJECT"); ALLOCATING SAID FUNDS TO THE MIAMI POLICE DEPARTMENT'S ("MPD") SPECIAL REVENUE FUND FOR THE PROVISION OF UP TO SIX (6) SECURITY CAMERAS INCLUDING SOFTWARE LICENSING, MAINTENANCE, AND INSTALLATION OF ALL HARDWARE WITHIN THE CGBID AREA AND INTEGRATION INTO MPD'S REAL TIME CRIME CENTER; FURTHER AUTHORIZING THE CITY MANAGER TO DESIGNATE THE CHIEF OF POLICE TO APPROVE THE EXPENDITURE OF FUNDS ALLOCATED TO THE PROJECT AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR THE DISPERSAL OF PROJECT FUNDS. SPONSOR(S): Commissioner Ken Russell WHEREAS, the Coconut Grove Business Improvement District ("CGBID") seeks to increase public safety and the quality of life for business owners and visitors to the businesses within the CGBID area; and WHEREAS, at the December 5, 2019 meeting of the CGBID, the Board of Directors approved a motion to donate funds to the City of Miami ("City") to be deposited into the Miami Police Department's ("MPD") Special Revenue Account for the purpose of establishing a Special Revenue Project titled the "CGBID Security System" ("Project"); and WHEREAS, the CGBID approved an allocation of up to fifty thousand dollars ($50,000.00) to be utilized by MPD for the provision of up to six (6) security cameras within the CGBID area by an existing City vendor; and WHEREAS, the acceptance of the CGBID's donation to establish the Project will expand MPD's Real Time Crime Center capabilities and provide additional resources in an effort to curtail or prevent crime in the CGBID area and/or allow MPD to utilize the system as an investigative tool for violent crimes including robberies, assaults, burglaries, and other offenses specific to the CGBID area; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference and incorporated herein as if fully set forth in this Section. The City Manager is authorized to accept a donation from the CGBID in the amount of up to fifty thousand dollars ($50,000.00) for the Project. Section 3. The City Manager is authorized to allocate said funds to MPD's Special Revenue Fund to be utilized by MPD for the provision of up to six (6) security cameras, including software licensing, maintenance, and installation of all hardware within the CGBID area and integration into MPD's Real Time Crime Center. Section 4. The City Manager is further authorized' to designate the Chief of Police to approve the expenditure of funds and execute any and all necessary documents, all in a form acceptable to the City Attorney, for the disbursal of Project funds. Section 5. This Resolution shall become effective immediately upon adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: ndez, City Httor 2/14/2020 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
