BACKGROUND
The City of Miami ("City") created the Anti -Poverty Initiative to address poverty and focus on providing
support to its residents.
Thelma Gibson Health Initiative, Inc., (organization) has been fighting the effects of poverty since 2000.
They have worked with impoverished and underserved areas of Miami helping low-income residents to
find health and living solutions while strengthening families as they complete job training and find
employment. They have designed their Community "Passport" to Health and Housing Program to promote
healthy living and self-sufficiency utilizing on -site and home related services and activities in support of:
assessment/prioritization of need; targeted care coordination services; individuallgroup sessions;
advocacy/empowerment; education on housing, financial literacy, parenting, safety, and skill building.
These Anti -Poverty funds will be used to aid seventy-two (72) families with this program.
As the Organization is familiar with the needs of the community, it would be advantageous for the City to
expedite the allocation and waive procurement requirements at this time. Providing these funds to the
Organization will allow local businesses to obtain these services immediately, with no added time for the
procurement process, which could take over 30-40 days.
RECOMMENDATION
In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding
methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances,
as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding
of the same to the City Commission for ratification by a four -fifths vote is respectfully requested.
