Page 2: Organization History and Background Information:
The mission of Catholic Legal Services ("CLS") is to provide professional and culturally competent legal
services to South Florida refugee, migrant and immigrants with insufficient means to obtain
representation. Services are provided without regard to any distinguishing characteristics such as faith
or national origin.
CLS grew out of the G.W. Legal Project, established in 1994 at Notre Dame D'Haiti Church to provide
legal services and immigration representation to refugees and immigrants from Haiti. The project
rapidly expanded beyond the Haitian community because of the vast immigrant community in South
Florida. Incorporated in 1998, CLS has become one of the largest nonprofit providers of legal
immigration services in Florida. CLS has received awards for its excellence from the City of Miami and
Miami -Dade County, the Greater Miami Chamber of Commerce, the US Conference of Catholic Bishops,
the American Immigration Lawyers Association (AILA) both National & S. Florida chapter, the
Archdiocese of Miami, and Broward Legal Aid.
CLS's mission is to provide: (1) legal representation and immigration services to those who come to
South Florida from foreign lands; (2) professional assistance to those who lack sufficient means to obtain
legal help; and (3) quality services without regard to faith, race, national origin, or any other
distinguishing characteristic. Almost three thousand individuals seek the services of CLS each month:
individuals seeking to reunite with their families; political and religious refugees seeking safety and
security, many of whom have experienced persecution and torture; battered spouses and their children;
and long-term residents of the U.S. with significant family and community ties who face deportation.

Program/Project Title: LABRE Project
Project/Program Description:
The L.A.B.R.E. Project provides Legal Assistance to homeless individuals with medical vulnerabilities so
they can maintain public Benefits, secure permanent Residency, and promote Employment. The
acronym honors the life and work of Benedict Joseph Labre, a Franciscan who lived amongst, and
ministered to, the poor and homeless of Rome. Upon his canonization, he has been recognized as the
Patron Saint of the Homeless. The Project assists homeless individuals who are present under the color
of law, currently receiving public assistance and eligible to obtain permission to work in the United
States but have difficulty in securing proper documentation due to medical disability or mental health
issues.
Many individuals in the City of Miami are immigrants who permanently residing under color of law
(PRUCOL). These individuals remain in this United States, sometimes for many years, because they are
either in the process of lawfully obtaining their proper immigration status due to processing delays; or
who otherwise reside in the United States with the knowledge and permission of the Department Of
Homeland Security and whose departure from the United States DHS does not contemplate enforcing.
In certain situations, and under certain criteria, they remain legally eligible for SSDI benefits (Medicaid
plus a small stipend). The LABRE Project assists these federally eligible individuals in maintaining life -
sustaining benefits, facilitates pending processing issues with the DHS, and obtains requisite
employment authorization documents on their behalf.

Please describe how this program/project and funding will alleviate poverty within the City of
Miami?
Federal benefits such as SSI and Medicaid represent critical anti -poverty resources that directly reduce
the risk of homelessness for at -risk individuals and maximize the potential for homeless individuals to
find and maintain permanent shelter. For those with disabilities, particularly those with mental health
issues, on -going access to health care increases quality of life (in some cases, actually save lives),
stabilizes their condition, allowing them to achieve a satisfactory level of functionality, in some cases
hold a job, and deters unlawful behavior. The LABRE Project enables individuals to retain public benefits
for which they are lawfully eligible, comply with the laws and regulations of the immigration system, and
obtain proper work authorization to necessary for self-sufficiency.
The LABRE Project, in collaboration with shelter case managers and social workers, will assist eligible
individuals to obtain proper documentation and work authorizations which will enable eligible homeless
immigrants to obtain/maintain social security benefits (Medicaid and a small stipend), behavioral
therapy and meds, as well as primary, other secondary, and tertiary care.
IMPACT AND PERFORMANCE:

The LABRE program will work to provide the following results for our constituents. The program will
aim to serve 400 individuals with 600-700 services in the calendar year. The outcomes can be
measured in four ways.
• Eligible individuals will be identified either by staff at the partner shelters and referred to the
program for services or by CLS Intake Staff for those who seek to access services at CLS Miami
Office.
• Information sessions and individual consultations: medically needy, disabled, and homeless
individuals will receive an attorney consultation at one of our partner shelters, and be oriented
to their rights and responsibilities under the applicable immigration laws.
• Legal Services: eligible individuals will receive multiple services including but not limited to
assistance with applying for legal status including Orders of Supervision, employment
authorization, parole cards, and legal permanent resident cards.
• Obtaining proper identification/documentation of status: the end goal for each client is to
obtain documentation that will help them obtain services and benefits appropriate for their
circumstances.
• Access to benefits/positive outcomes: The individuals will obtain access to
food/housing/clothing assistance from the state and federal government depending on their
status and diagnosis with identification that proves they are eligible. This will reduce the number
of eligible individuals living on the street or at temporary shelters for lack of documentation.

The City of Miami Anti -Poverty funding will be utilized to fund the salaries and wages, and the fringe
benefits of a .25 FTE Managing Attorney, .50 FTE Staff Attorney, and a .50 FTE Paralegal. Fringe benefits
include FICA (7.65%), Health Insurance ($525 per month), Life Insurance ($14 per month), Workman's
Comp and Unemployment Insurance ($284 and $85 per annum), and Pension (up to 7.5%). The
remainder will be applied to the use of space.
