A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
PURSUANT TO SECTION 18-72 OF THE CODE OF THE CITY OF MIAMI, FLORIDA,
AS AMENDED, AUTHORIZING THE ALLOCATION OF GRANT FUNDS FROM THE
MAYOR'S SHARE OF THE CITY OF MIAMI'S ANTI -POVERTY INITIATIVE IN A
TOTAL AMOUNT NOT TO EXCEED FIFTEEN THOUSAND DOLLARS ($15,000.00)
TO PEOPLE UNITED TO LEAD THE STRUGGLE FOR EQUALITY, INC., A FLORIDA
NOT FOR PROFIT CORPORATION ("P.U.L.S.E."), IN SUPPORT OF P.U.L.S.E.'S
YOUTH LEADERSHIP ACADEMY; FURTHER AUTHORIZING THE CITY MANAGER
TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN
A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.

WHEREAS, the City of Miami ("City") created the Anti -Poverty Initiative ("API") to
address poverty based on a strategy of focusing the provision of support towards the
City's residents achieving self-sufficiency; and
WHEREAS, People United to Lead the Struggle for Equality, Inc., a Florida not for
profit corporation ("P.U.L.S.E."), is seeking funding in support of P.U.L.S.E.'s Youth
Leadership Academy ("Program"); and
WHEREAS, the Program, described in further detail in the API Funding Request Form
which is attached and incorporated herein as Exhibit "A," will teach young people effective
leadership principles that will enable them to take proactive roles in improving their community
by learning about the political process and addressing issues such as teen violence,
delinquency, youth apathy, and employment; and
WHEREAS, pursuant to Section 18-72 of the Code of the City of Miami, Florida, as
amended ("City Code"), the Mayor wishes to provide grant funds from the Mayor's share of
the City's API in an amount not to exceed Fifteen Thousand Dollars ($15,000.00) ("Funds")
for the Program; and
WHEREAS, the City Manager is requesting authority from the City Commission to
negotiate and execute any and all documents necessary, all in a form acceptable to the
City Attorney, for the allocation of Funds for the Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.

Section 2. Pursuant to Section 18-72 of the City Code, the City Manager is
authorized1 to allocate Funds from the Mayor's share of the City's API to P.U.L.S.E. for the
Program.
Section 3. The City Manager is further authorized' to execute any and all documents
necessary, all in a form acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission
