To Whom It May Concern:
I am writing you today on behalf of my company, All Star Animal Removal. I have an
individual that owns 13 acres in the Redlands that has many other birds on the property
and is very interested in having 50-70 peacocks on his land. Our company is only for the
purpose of catch and release of the birds. The individual has agreed that anyone from the
City of Miami in authority may call him to verify the validity of his offer. The price for
the two weeks involved in netting the birds and transportation of them is $2,000.00. We
will guarantee the birds will be humanly caught and transported.
We had been asked by Nancy Benouaich, President of Bay Heights to help in this
endeavor. Transporting these birds to open acreage will avoid more peacocks being
killed, maimed, and tying up traffic. These birds procreate voraciously and in a very
short number of years have left their mark, by scratching cars, breaking pool screens,
breaking gutters, pooping on roofs, sidewalks, driveways, and yards.
The poop of these birds, carry many diseases and have made dogs extremely sick from
eating it off the sidewalks. The birds sleep in large trees and leave their mark in the
morning everywhere below. Some residents have no garage and must park under the
trees. Many have complained of the screaming they do during the evening, night, and
early morning.
We are willing to help with the City of Miami permission.

Good Morning Rachel,
Thank you for reaching out to the Florida Fish and Wildlife Conservation Commission with your questions about peafowl
in Miami.
Peafowl are not a native species to Florida, and are not protected under any state or federal regulation. Peafowl are
considered domestic animals and therefore, regulatory action is not needed for a Homeowners Association or residents
to take possession of peacocks. Generally, domestic animals are under the jurisdiction of local governments. FWC does
not encourage the release of domesticated animals into the wild, and cannot prevent private landowners from lawfully
removing nuisance animals from their private property.

Good Afternoon Everyone,
I would first like to introduce myself to you. My name is Nancy Benouaich and I
am president of the Bay Heights Improvement Association.
If you are wondering how you received this email, I have to tell you that one of
your members forwarded your information in the hopes
that we can combine forces to have the City of Miami take action to reduce the
population of peafowl. In the last three years I have sent emails on behalf of my
Bay Heights neighbors as well as other Coconut Grove residents showing the
commissioner's office just how many are tired of nothing being done to reduce th
population. It's amazing how much more respect you are shown when you are
not a lone wolf crying in the wilderness. LOL For this reason, I have emailed
you today in hopes that we can together solve this problem.
The last email I received yesterday was to ask me where the peafowl could be
relocated to. So, I need your help. We need each of
you to make calls and find out: 1. Who will help to catch and transport the birds
as humanly as possible. 2. What parties will be thrilled to take the birds as well as the
number wanted.
I have had many emails going back and forth with Commissioner Russell's office for the last few
days. It all began after I had a meeting with the Chief of Staff of Mayor Suarez. I was
asked to talk to Commissioner Russell and see if he would co-sponsor my
amendments to the city code the reason being that we are in his district. Attached, you
will find the City of Miami Code regarding birds. Russell's office tried to pass me off on to
the county but City Attorney, Rachael Dooley had already received a letter from Florida Fish and
Wildlife stating that peafowl is not native to Florida and therefore, they have no authority over this
bird. She is now researching the county code that she will forward to me. According to my
information last year regarding ruisance animals on your property in the county,
you have that right to have it removed as humanly as possible. So now the hot potato is
in the City of Miami's hand.
I have asked that the PEAFOWL item be placed on the agenda for as soon as
possible and co -sponsored by both Mayor Suarez and Commissioner Russell.
I need each of you to flood their offices asking for our amendments to the
existing code. Mr. Sarnoff has already looked at the amendments which I have
in this attachment and he has no problem endorsing them, since he is the one
many years ago that instituted the Bird Sanctuary in the Grove.
We all have our stories of damages on his/her property, being attacked by,
stepping in, washing off cars, front steps, and sidewalks the poop there of. Now
is the time that we do not take no for an answer. We want this on the City
Commission AGENDA as soon as possible. If we are not on the agenda, we
should invade the chambers quietly with T-shirts (VERY COLORFUL) to bring
attention our plight.

The last and final item is the enforcement of the "NO FEED LAW' of the
peacocks. Tickets need to be written on these violators. Presently, this law has
no teeth. Well it is high time that the city "Get some Teeth" in its law.

It was an extreme pleasure meeting with you yesterday and I greatly appreciated
your time. We discussed future needs and actions in Bay Heights, as well as Coconut
Grove in general.

I had a meeting with Cynthia Symore and Danny Hernandez in her office.
Ken Russell was next door and he heard that I was upset that they had not found a
relocation site for the birds. I told him I'm fed up with this subject and so are my
neighbors. He acknowledged that if he didn't do something to help us, that Bay Heights
would not vote for him on Nov. 5th
At an earlier meeting in September, I had notified his staff, and others present that
I was willing to call the Miami Herald and the TV stations to come in and see our
over population of peacocks before the election, so obviously the word got back to him.
