The casual observer
could be forgiven for think-
ing the Caribbean is shak-
ing itself apart.
Tuesday's massive 7.7
magnitude earthquake just
south of Cuba and north of
Jamaica comes on the
heels of the 6.4 magnitude
quake that hit Puerto Rico
and the U.S. Virgin Islands
earlier this month.
And while it's tempting
to see the quakes as pan of
an interconnected swans,
that's not necessarily the
case, experts said.
"There is no correlation
between them," said Julie
Dutton, a geophysicist with
the U.S. Geological Survey.
"The Caribbean has plates
moving in different direc-
tions that contribute to it
being highly seismic.... But
Puerto Rico is pretty far
way from this earthquake
and we don't consider the
two related."
Tuesday's earthquake
was felt as far away as the
Panhandle in Florida, and
the governments of Cuba,
Jamaica and the Bahamas
were all on high alert for
potential tsunamis. But, as
of Tuesday evening, there
were few reports of phys-
ical damage.
The tremor was sparked
by the North American and
Caribbean tectonic plates
grinding against each other
at a place called the "Ori-
ente Fault." These so-
called "stake -slip faults"
are chamctenzed by near
vertical fractures and hori-
zontal movements in the
earth. At the Oriente Fault,
which runs just south of
Cuba, the North American
plate moves west-south-
west over the Caribbean
plate at a rate of about 19
millimeters per year, the
USGS said.
Not surprisingly, it's
known for being seismical-
ly active.
Five other earthquakes
of magnitude 6 or larger
have occurred within 250
miles of Tuesday's quake.
The next two largest were
magnitude 6.8 in Decem-
ber of2004,anda6.2in
May of 1992. In addition,
Haiti was hit by a
magnitude 7 earthquake in
2010 that killed more than
300,000 people.
Because the earthquakes
happened off land, far
away from population
centers, there was no
known damage or fatal-
ities,
"The North American
and Caribbean plates
where [Tuesday'sl earth-
quake occurred — that's
the main plate boundary in
the region," Dutton said.
But there are definitely
thousands of other faults
and even some that don't
Puerto Rico, for its part,
has been rocked by a se
of earthquakes that began
on Dec. 28 and peaked on
Jan. 7 with a magnitude 6.4
main shock. The US. terri-
tory is literally being
squeezed between the two
major plates, and its cluster
of earthquakes has been
concentrated in the south,
where the Caribbean plate
slips beneath the island at
a spot ominously called
"Muertos Trough," the
trough of the dead.
Since the Jan. 7 main
shock, the island has been
rattled by hundreds of
aftershocks, including a
igs,ificant 5.0 magnitude
quake on Saturday. More
than 4,600 people in Puer-
to Rico are still living out-
side, waiting for the Carib-
bean to quit rumbling.

He brandished a card
that bore a tally of Repub-
lican votes on the question,
and warned that he did not
yet have enough to block
an expected Democratic
me to call witnesses
because some Republicans
remained uncommined,

iliar with the meting who
were not authorized to

"It was a serious family
discussion," Sen. Kevin
Cramer, Republican of
North Dakota, told report-
ers he emerged from the
senators -only meeting in

sincerely exploring all the
avenues."
But behind the scenes,
key Republicans said they
were singly confi-
dent they could bring the
trial to an end, and they
described McConell's
comments as a pointed
signal that it was time for
rank -and -file senators to
fall in tine.
The talks unfolded after
Trump's team essentially
rested its case against
removing him from office,
ending oral arguments by
urging senators to ignore
what Bolton might have to
any. Without directly deny-
ing the veracity of his ac-
count, whose existence was
rust reported by The New
York Times, Sekulow
argued that the behavior
Bolton described had no
place in the discussion of
the president's fate.
Impeachment "is not a
game of leaks and un-
sourced m cripts,"
Sekulow said. "That is
politics, unfortunately.
Hamilton put impeach-
ment in the hands of this
body, the Senate, precisely
and specifically, to be
above that fray."
The argument was a bid
to quiet the anger and
anxiety that Bolton's reve-
lation prompted in Repub-
lican ranks when it
emerged on Sunday at a
critical stage in Trump's
impeachment trial. Conser-
vatives said the case for
moving directly to acquittal
without new testimony or
documents was over-
whelming, but key moder-
ates, including Senator
Lamar Alexander of Ten -
said they were still
Ten-
nessee,
Two Republicans, Sen-
ators Min Romney of Utah
and Susan Collins of
Maine, have said they
would likely vote for wit-
ses, but Democrats
would need four Repub-
licans to join them in order
to prevail. Another moder-
ate, Lisa Murkowski of
Alaska, indicated earlier in
the day that "Bolton prob-
ably has some things that
would be helpful for us."
Inside the private meet-
ing on Tuesday, McCon-
nell and his allies warned
that allowing witnesses
would blow the trial wide
open and potentially pro-
long it by weeks. Clutching
his whip count of yeses,
neand maybes, McCon-
ll appeared to be sug-
gesting that undecided
senators needed to make
up thew minds and join the
majority of thew colleagues
in opposing witnesses.
The activity inside and
outside the Senate cham-
ber underscored how Bol-
ton's account has threat-
ened to upend the trial,
injecting an element of
predictability into a
proceeding that had ap-
peared headed for Trump's
acquittal by week's end.
The longtime Republican
foreign policy figure has
made clear he would testi-
fy if called, but senators
also know that regardless
of his account, there is

Proponents of calling
Bolton also got an un-
expected bit of support late
Monday from John Kelly,
the former White House
chief of staff, who told an
audience in Florida that he
believed Bolton's account
and supported the Senate
seeking direct witnesses.
"1 think some of the
conversations seem to me
to be very inappropriate,
but 1 wasn't there," he
said, according to The
Sarasota Herald -Tribune.
"But there are people that
were there that ought to be
heard from."
Republican leaders ap-
peared to be slowing down
what had been a breakneck
trial schedule to allow for
fuller consideration of the
matter. They were hopeful
that by putting distance
between the emergence of
Bolton's account and the
vote on witnesses, tensions
would cool enough to hold
a majority intact to reject
Democrats' demands for
witnesses.
"We're trying to get
everyone on the same
page," said Sen. John Cor-
nyn, Republican of Texas.

Much of that time will
most likely be used to al-
low the two sides to re-
spond to one anther's
arguments, but Democrats
and Republicans were also
preparing pointed ques-
tions intended to highlight
soft spots in the respective
caAtsthe White House,
Trump was uncharacter-
istically quiet about the
impeachment proceedings,
which he has followed on
television in recent days.
He sought instead to put
his policy agenda on full
display, unveiling a long
awaited Middle East peace
plan that bolstered argu-
ments by his lawyers that
the president was a boon,
not a threat, to American
interests,
Trump framed the mat-
ter even more directly on
Twitter,
"Are you better off now
than you were three years
ago?" he wrote. "Almost
everyone say YES!"
Inside the Senate cham-
ber, Sekulow and two
White House lawyers deliv-
ered a voluble and indig-
nant final defense, capping
three days of oral argu-
ments on the president's
behalf against the House's
abuse of power and ob-
struction of Congress
charges.
On Saturday, they began
by accusing Democrats of
conducting a witch hunt
with a predetermined out-
come: removing Trump not
only from office but from
the 2020 presidential bal-
lot. They told senators that
the House managers had
cherry picked the facts
they liked and lid others
that were more flattering
to the president. And they
directly contradicted Dem-
ocrats' reading of a July 25
phone call between Trump
and Ukraine's president,
hsrting that the president
ad acted well within his
rights as chief executive.
On Monday, the lawyers
took aim at former Vice
President Joe Biden and his
son Hunter Biden, resurfac-
ing unsubstantiated allega-
tions of corruption to con-
tend that Trump had been
acting reasonably when he
asked Ukraine to investigate
the pair. They downplayed
the role of Rudy Giuliani,
the president's personal
lawyer at the center of the
Ukraine pressure campaign,
calling him a "colorful dis-
traction" Democrats used to
obscure a weak case against
Trump. And they trotted out
two legal celebrities, Ken
Stan and Alan M. Dersho-
wit., to make the case that
the House's charges did not
rise to the level of high
crimes and misdemeanors.
Many Republicans moved
quickly on Tuesday to adopt
Dershowitz's arguments
that abuse of power and
obstruction of Congress

fenses. The argument cut
against the legal consensus
that impeachable offenses
need not be crimes, and
against Dershowin's own

push to combat corruption

"If that becomes the new
normal, future presidents,

will be paralyzed the mo-
ment they are elected, even
before they can take the
oath of office," Sekulow
said. "The bar for impeach-

low."
Despite his warnings,
Sekulow did not directly
deny the former national
security adviser's account,
instead reading aloud from
statements by Tnanp, the
Justice Department and the
ce president's office con-
testing it.
Democrats spent three
days last week arguing just
the opposite. They said that
the House's two -month
investigation concluded that
Tromp had used the powers
of his office not in the pur-
suit of a policy objective but
for his awn political ad-
vantage. When he was
caught, they argued, he
sought to conceal what he
had done by ordering an
