A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE ALLOCATION OF GRANT FUNDS FROM THE
DEPARTMENT OF HUMAN SERVICES GENERAL FUND IN AN AMOUNT NOT
TO EXCEED TEN THOUSAND DOLLARS ($10,000.00) TO THE MIAMI-DADE
STATE ATTORNEY'S OFFICE ("SAO") IN SUPPORT OF THE SAO
PROVIDING TREATMENT, ADVOCACY, AND COORDINATION OF SERVICES
FOR CHILD VICTIMS OF SEXUAL ABUSE AND HUMAN TRAFFICKING;
FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE ANY AND ALL DOCUMENTS NECESSARY, ALL IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.

WHEREAS, the State of Florida ("Florida") is ranked third in the United States for human
trafficking with Miami -Dade County leading Florida in the number of incidences of sexual human
trafficking; and
WHEREAS, the City of Miami ("City"), in furtherance of the City's commitment to
improving public safety within the jurisdictional boundaries of the City, wishes to support the
Miami -Dade State Attorney's Office ("SAO") in providing services to children who are victims of
human trafficking; and
WHEREAS, the SAO has been a leader in combatting human trafficking in South Florida
and has established a specialized Human Trafficking Unit within the SAO dedicated to the
prosecution of offenders; and
WHEREAS, the host cities of past Super Bowls have historically seen an increase in
human trafficking incidences and have been described as the largest human trafficking events
in the world; and
WHEREAS, in preparation for the 2020 Super Bowl and related special events taking
place throughout South Florida, the SAO is collaborating with a large coalition of community
agencies to combat human trafficking activities and to prevent vulnerable young children from
being victimized in the City; and
WHEREAS, the SAO's innovative trauma -informed law enforcement model for the
investigation and prosecution of human trafficking utilizes highly trained specialized prosecutors,
investigators, and victim specialists thereby implementing a dual track approach that seeks to
successfully prosecute human traffickers and provide services to assist victims; and
WHEREAS, the City Manager seeks authorization to provide funds from the Department
of Human Services' ("DHS") General Fund, Account No. 00001.450000.534000.0000.00000, in
an amount not to exceed ten -thousand dollars ($10,000.00) and authority to negotiate and
execute any and all documents necessary, all in a form acceptable to the City Attorney, for said

allocation of funds to the SAO to combat human trafficking activities;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The City Manager is authorized' to allocate grant funds in an amount not to
exceed ten thousand dollars ($10,000.00) from DHS' General Fund, Account No.
00001.450000.534000.0000.00000, to the SAO in support of the SAO providing treatment,
advocacy, and coordination of services for child victims of sexual abuse and human trafficking.
Section 3. This Resolution shall become effective immediately upon its adoption.
