FROM: Jane Gilb6rt:- -‘ REFERENCES: Chief Resilience Office of Resitfe . - and Sus _ inability ENCLOSURES: USDN Grant Agreement & Proposed Scope of Work BACKGROUND The City of Miami's Office of Resilience and Sustainability has been awarded a reimbursement grant from the Urban Sustainability Director's Network ("USDN") for the City's Resilient Multi -Family Housing Initiative in an amount not to exceed $300,000.00 commencing January 1, 2020 through December 31, 2021. The initiative includes a significant portion of the deliverables to be completed by Enterprise Community Partners, Inc., a not - for -profit organization. The goal of the initiative is to identify strategies to increase climate resilience, water and energy efficiency and use of solar power in existing affordable multifamily housing on energy and water efficiency and disaster preparedness. As part of this award from the Southeast Sustainable Communities Fund, the Office of Resilience and Sustainability and Department of Housing and Community Development will be creating a Resilient Multi -Family Housing Initiative that will consist of the design, development and dissemination of three (3) components of a Disaster Ready and Operations Efficiency Toolkit as well as educating residents in adaptation, mitigation, resilience and disaster preparedness. City of Miami's Office of Resilience and Sustainability and Department of Housing and Community Development seek to partner with Enterprise Community Partners, Inc. to accomplish the tasks outlined in the attached scope of work. RECOMMENDATION In light of the above mentioned, and pursuant to Section 18-85(a), as amended, it is respectfully recommended that you, as the City Manager, waive competitive sealed bidding methods, via this written finding and reasons herein. Said waiver shall need to be ratified, confirmed, and approved by the Commission, by a four -fifths (4/5ths) affirmative vote, during an advertised public hearing.
