Subject: Accept Grant - Southeast Sustainability Director's Network
Purpose of Item:
Resolution authorizing the City Manager to accept a grant from the Urban Sustainability
Director's Network in the total amount not to exceed $300,000.00, to the City of Miami's
Office of Resilience and Sustainability; for a City match not to exceed $510,000 and city
in -kind services not to exceed $40,000 for the execution of the Resilient Multi -Family
Housing Initiative commencing February 1, 2020 through December 31, 2021. Further
authorizing the City Manager to negotiate and execute any and all necessary
documents, amendments, extensions and modifications, including necessary contracts,
all in a form acceptable to the City Attorney with the Urban Sustainability Director's
Network to implement the acceptance and compliance with the grant award for said
purposes.
Background of Item:
The Urban Sustainability Directors Network (USDN) awarded The City of Miami a grant
from the Southeast Sustainable Communities Fund (SSCF) for the Resilient Multi -
Family Housing Initiative in the amount of $300,000.00.
The City of Miami will work with partners to design, develop and disseminate a Disaster
Ready and Operations Efficiency Toolkit for multi -family buildings. The Toolkit will
include a portfolio assessment that gives owners a high-level view of the most and least
resilient properties in their portfolio. Owners will be able to identify hazards and risks
and pinpoint what should be included in emergency management plans. The Toolkit will
include a training program and tools for property managers to perform detailed Disaster
Ready and Operations Efficiency Audits at the building level, as well as identify
financing options for investing in resilient retrofits. The Resilient Multifamily Housing
Initiative will also provide trainings and workshops for the residents of affordable
multifamily housing on disaster preparedness and what they can do to reduce energy
and water consumption.

A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO ACCEPT AND APPROPRIATE A REIMBURSEMENT GRANT AWARD
FROM THE URBAN SUSTAINABILITY DIRECTOR'S NETWORK ("USDN") IN A
TOTAL AMOUNT OF $300,000.00 ("GRANT") TO THE CITY OF MIAMI'S ("CITY'S")
OFFICE OF RESILIENCE AND SUSTAINABILITY ("DEPARTMENT") FOR THE
RESILIENT MULTI -FAMILY HOUSING INITIATIVE ("INITIATIVE"); FURTHER
AUTHORIZING THE CITY'S MATCH IN THE TOTAL AMOUNT OF $510,000.00 TO
FUND THE INITIATIVE ADMINISTERED BY THE DEPARTMENT; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL
NECESSARY DOCUMENTS, AMENDMENTS, EXTENSIONS, AND MODIFICATIONS
INCLUDING NECESSARY CONTRACTS, ALL IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, WITH USDN FOR SAID PURPOSE TO IMPLEMENT THE
ACCEPTANCE AND COMPLIANCE OF THE GRANT AWARD FOR THE PERIOD
COMMENCING FEBRUARY 1, 2020 AND ENDING DECEMBER 31, 2021 WITH THE
OPTION TO RENEW FOR UP TWO (2) ADDITIONAL ONE-YEAR TERMS AT THE
SAME NOT -TO -EXCEED AMOUNTS UNDER THE SAME TERMS AND CONDITIONS
FOR THE PROGRAM, SUBJECT TO BUDGETARY APPROVAL AT TIME OF NEED.
WHEREAS the City of Miami's ("City") Office of Resilience and Sustainability
("Department") has been awarded one (1) reimbursement grant from The Urban Sustainability
Director's Network ("USDN") for the City's Resilient Multi -Family Housing Initiative ("Initiative") in
an amount not to exceed $300,000.00 ("Grant") for the period commencing February 1, 2020
and ending December 31, 2021; and
WHEREAS, the Initiative is comprised of a cooperative effort between the City's
Department and the following not -for -profit organizations: Dream in Green, Communities United,
South Florida Community Development Coalition, Florida Housing Coalition, and Enterprise
Community Partners (collectively, "Service Providers"); and
WHEREAS, the goal of the Initiative is to identify strategies to increase climate
resilience, water and energy efficiency, the use of solar power in existing affordable housing,
and provide trainings and workshops for the residents of affordable multifamily housing on
energy and water efficiency and disaster preparedness; and
WHEREAS, a condition of the Grant requires the City to provide a match in the amount
of $510,000.00; and
WHEREAS, the City Manager is requesting authorization to negotiate and execute a
contract as well as any and all other necessary amendments, extensions, and modifications, all
in a from acceptable to the City Attorney, for the Grant for the period from February 1, 2020
through December 31, 2021; and
WHEREAS, the City Manager is requesting authorization to appropriate the Grant
funding and the City's in -kind match for the Initiative and to fund the respective Service
Providers for the initial Fiscal Years 2020-2021 and 2021-2022;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to accept and appropriate the Grant from the
USDN to the City's Department for the Initiative.
Section 3. The City's match in a form of previously awarded Community Development
Block Grant ("CDBG") funds and previously appropriated professional services in the total
amount of $510,000.00 is authorized' to fund the Initiative administered by the Department.
Section 4. The following new Special Revenues Project is established and resources
are appropriated as described below:
FUND TITLE: Resilient Multi -Family Housing Initiative
RESOURCES: USDN Grant $300,000.00
City of Miami's Match
$500,000.00 from CDBG Grant Funds
$10,000.00 from Department's existing
budget
APPROPRIATIONS: $800,000.00
Section 5. The City Manager is authorized' to negotiate and execute any and all
necessary documents including any and all amendments, extensions, and modifications, all in a
form acceptable to the City Attorney, to implement the acceptance of and compliance with the
Grant for the period commencing February 1, 2020 and ending December 31, 2021 with the
option to renew for up to two (2) additional one-year terms at the same not -to -exceed amounts
under the same terms and conditions for the program, subject to budgetary approval at time of
need.
Section 6. This Resolution shall become effective immediately upon its adoption.
