Dear Mayor Suarez and Commissioner Russell,
At last nightTs monthly meeting of the Morningside Civic Association, which was graciously
attended by Commissioner Russell, it was brought to our attention that the City Commission is
considering approval of a line -item expenditure of $600,000 for T' ornin, side park Pool Design
and Permitting.' as part of the first tranche of spending on capital improvement projects related to
the Miami Forever General Obligation Bond. It washermore communicated that these monies
have been marled for design of a new pool at a new location within Momingside Park, and not
for renovation of the existing pool or a new pool at its current location or footprint.. This
information carve as a surprise to the MCA Board.

The Florida Building Code, Existing Building, defines a 'substantial improvement' as follows:
