It is respectfully recommended that the Miami City Commission adopt the attached
resolution approving the City Manager's to fund Kristi House in support of treatment,
advocacy and coordination of services for young victims of sexual abuse and human
trafficking.
Background of Item:
Kristi House is responsible for coordinating child -victims' legal, medical, and social
service's needs. Founded in 1995 as a private, not -for -profit 501(c) 3 organization, Kristi
House provides an integrated solution for families navigating the complex services
involved in the healing process. The Center is nationally recognized for its evidence -
based, therapeutic expertise in treating child trauma.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE ALLOCATION OF GRANT FUNDS FROM THE DEPARTMENT
OF HUMAN SERVICES GENERAL FUND, IN A TOTAL AMOUNT OF TEN THOUSAND
DOLLARS ($10,000.00), TO KRISTI HOUSE, INC., A FLORIDA NOT FOR PROFIT
CORPORATION, FOR FINANCIAL ASSISTANCE IN PROVIDING TREATMENT,
ADVOCACY, AND COORDINATION OF SERVICES FOR CHILDREN THAT ARE
VICTIMS OF SEXUAL ABUSE AND HUMAN TRAFFICKING; FURTHER
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL
DOCUMENTS NECESSARY, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
FOR SAID PURPOSE.
WHEREAS, the State of Florida ("State") is ranked third in the United States for human
trafficking with Miami -Dade County leading in number of incidences of sexual human trafficking
throughout the State; and
WHEREAS, the City of Miami ("City"), in furtherance of its commitment to improving
public safety within the jurisdictional boundaries of the City, wishes to support Kristi House, Inc.,
a Florida not for profit organization ("Kristi House"), in providing services to children who are
victims of human trafficking; and
WHEREAS, Kristi House's Project GOLD, the first and longest -running program in
Miami -Dade County dedicated to combating sex trafficking of children, operates the first Drop In
Center in the State and is the only facility in South Florida exclusively for sexually exploited
underage girls which is located in the City ("Program"); and
WHEREAS, the host cities of past Super Bowls have historically seen an increase in
human trafficking incidences and have been described as the largest human trafficking events
in the world; and
WHEREAS, in preparation for the 2020 Super Bowl and related special events taking
place throughout South Florida, Kristi House is collaborating with a large coalition of community
agencies to combat human trafficking activities and protect vulnerable and victimized children in
the City through the Program; and
WHEREAS, the City Manager wishes to provide funds from the Department of Human
Services General Fund, Account No. 00001.450000.548000.0000.00000, in a total amount of
ten -thousand dollars ($10,000.00) to assist in funding the Program; and
WHEREAS, the City Manager is requesting authority from the City Commission to
negotiate and execute any and all documents necessary, in a form acceptable to the City
Attorney, for said allocation of funds to the Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble of this Resolution
are adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. The City Manager is authorized' to allocate Funds, in the total amount
not to exceed $10,000.00, from the Department of Human Services General Fund, Account
No. 00001.450000.548000.0000.00000, to Kristi House to provide financial assistance for the
Program.
Section 3. The City Manager is authorized' to negotiate and to execute any and all
documents necessary to allocate funds, in a form acceptable to the City Attorney, with Kristi
House.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City.
