A RESOLUTION OF THE MIAMI CITY COMMISSION EXTENDING THE SENIOR
RENTAL ASSISTANCE PROGRAM'S ("PROGRAM") APPLICATION DEADLINE
FROM DECEMBER 20, 2019 TO JANUARY 31, 2020; DIRECTING THE CITY OF
MIAMI'S ADMINISTRATION TO ADVISE EACH DISTRICT COMMISSIONER OF THE
PROGRAM MONIES THAT EACH DISTRICT IS ENTITLED TO PURSUANT TO THE
PROPORTIONAL DIVISION OF FUNDS BASED ON THE POVERTY LEVEL WITHIN
THE RESPECTIVE DISTRICTS; FURTHER DIRECTING THAT THE ELIGIBLE
PARTICIPANTS IN THE PROGRAM BE SELECTED BY A LOTTERY/RANDOM DRAW
IN EACH DISTRICT WITH THE DISTRICT COMMISSIONER PRESENT.
WHEREAS, the City of Miami's ("City") Administration selected an arbitrary time period,
December 9, 2019 to December 21, 2019 ("Dates"), for eligible Senior Rental Assistance
Program ("Program") applicants to submit applications to participate in the Program; and
WHEREAS, the City's Administration did not consult with the City Commission regarding
these Dates; and
WHEREAS, the eligible Program applicants have not had adequate notice of the
application deadline and have not had adequate assistance by staff in completing the
applications; and
WHEREAS, the monies used to fund the Program must be appropriated by District
pursuant to the proportional division of funds based on the poverty level within the respective
Districts; and
WHEREAS, pursuant to Section 2-33(f) of the Code of the City of Miami, Florida, as
amended, the City Commission unanimously deems this Resolution to be of an emergency
nature in order to address the matters during the current legislative session; and
WHEREAS, the Program participants must be selected by a lottery/random draw in each
District with the District Commissioner present; and
WHEREAS, it is recommended that the Program's application deadline be extended until
January 31, 2020;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section
Section 2. The Program's application deadline from is extended from December 20,
2019 to January 31, 2020.
Section 3. The City Commission directs the City's Administration to advise each
Commissioner of the monies that each District is entitled to pursuant to the proportional division
of funds based on the poverty level within the respective Districts.
Section 4. The City Commission further directs that the eligible Program participants be
selected by a lottery/random draw in each District with the District Commissioner present.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.'

1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
