AND APPROVAL BY THE CITY COMMISSION PRIOR TO ISSUANCE, TO BE

A RESOLUTION OF THE MIAMI CITY COMMISSION EXTENDING THE MOTORIZED
SCOOTER PILOT PROGRAM FOR AN ADDITIONAL SIX (6) WEEKS FROM
APPROXIMATELY JANUARY 1, 2020 TO FEBRUARY 14, 2020; FURTHER
AUTHORIZING THE CITY MANAGER TO DEVELOP A COMPETITIVE SOLICITATION
FOR A PERMANENT MOTORIZED SCOOTER PROGRAM, SUBJECT TO REVIEW
AND APPROVAL BY THE CITY COMMISSION PRIOR TO ISSUANCE, TO BE
CONSIDERED FOR AWARD AT OR ABOUT THE CONCLUSION OF SAID
EXTENSION.
WHEREAS, pursuant to Ordinance No. 13795 enacted on October 11, 2018, the City
Commission established a Motorized Scooter Pilot Program ("Pilot Program") within City
Commission District 2 for a period of six (6) months; and
WHEREAS, on September 26, 2019, the City Commission enacted Ordinance No.13862
and extended the Pilot Program by two (2) months from November 1, 2019 to January 1, 2020;
and
WHEREAS, several vendors are currently participating in the Pilot Program and an
additional six (6) weeks will allow the City of Miami's ("City") Administration to gather additional
data in order to develop a competitively procured solicitation procurement document for a
permanent Motorized Scooter Program; and
WHEREAS, pursuant to Section 2-33(c)(9) of the Code of the City of Miami, Florida, as
amended ("City Code"), the City Commission may create pilot programs within the City for a
limited period of time not to exceed one (1) year and may be extend or renew the pilot program
for a one (1) year period for a the total period not exceeding two (2) years; and
WHEREAS, pursuant to Section 8-19 of the City Code, any further extension of this Pilot
Program may be approved by Resolution, subject to Pilot Program limitations set forth in
Section 2-33(c)(9) of the City Code; and
WHEREAS, in order to enhance the quality of life for the City's residents and for their
public health, safety, and general welfare, it is in the City's best interest to extend the Pilot
Program for an additional six (6) weeks and to authorize the City Manager to issue an
appropriate competitive solicitation, subject to review and approval by the City Commission prior
to issuance, for a permanent Motorized Scooter Program;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission hereby extends the Pilot Program for an additional six
(6) weeks from approximately January 1, 2020 to February 14, 2020.
Section 3. The City Manager is authorized' to develop a competitive solicitation for a
permanent Motorized Scooter Program, subject to review and approval by the City Commission
prior to issuance, to be considered for award at or about the conclusion of said extension.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
