Sole Source: Rusch Airtraq System and
Arrow EZ-IO System — Teleflex LLC
Market Research
Market Research was conducted to determine whether Teleflex .LLC ("Teleflex"), a non -local
vendor, located at 3015 Carrington Mill Blvd., Morrisville, NC 27560, is the sole source provider
for the Arrow EZ-IO ("EZ-IO") intraosseous infusion system and accessories and the Rusch
Airtraq SP ("Airtraq") laryngoscope and accessories.
The Department of Fire -Rescue ("Fire -Rescue") is seeking to purchase EZ-IO and Airtraq to
effectively treat patients in emergency situations. Fire -Rescue performs endotracheal intubation
as its primary form of airway management. In the field, getting a clear view of the trachea is
difficult. The Airtraq is used on patients in emergency laryngoscopy procedures and serves to get
a clear view of the trachea, larynx (voice box), the vocal cords, and nearby structures like the back
of the throat. The Airtraq's laryngoscope blades are specific to Airtraq, are made for single use,
and are disposable.
The EZ-IO is used to perform Intraosseous Infusion ("IO"), which delivers medications and fluids
directly into the bone marrow when intravenous access is not available or feasible. EZ-IO includes
a reusable driver that occasionally must be replaced and single -use consumable needles and
stabilizers that must be resupplied on an ongoing basis.
Fire -Rescue personnel experience a very high success rate using the EZ-IO and Airtraq Systems
and accessories, in contrast to alternative but very different products that have a higher failure rate,
causing faster consumption of consumable supplies and compromising patient care;
Fire -Rescue desperately needs to replace the accessories for its EZ-IO intraosseous infusion
systems and Airtraq laryngoscope accessories. The new accessories will replace depleted items
and allow Fire -Rescue to quickly and accurately provide emergency medical services.
Some features unique to the Airtraq:
• The Airtraq is comprised of a proprietary Wi-Fi camera, SP Laryngoscope blades and
Avant Laryngoscope blades and Optics;
• The Airtraq is the only video laryngoscope that uses a non -displacing blade (meaning not
moving anatomy) which enables EMS personnel to use it on patients with cervical collars,
in traction, those entrapped, or those that cannot get into a sniffing position; and

• The Airtraq offers a pediatric mode (without an adapter capable), internal recording, and
Wi-Fi communication.
Some features unique to the EZ-IO:
• The EZ-IO is comprised of proprietary and patented double -beveled tip needles with a
battery powered driver. There is no other power driven intraosseous device on the market;
and
• EZ-IO is the only powered intraosseous infusion having a U.S. Food and Drug
Administration indication for emergent, urgent, and medically necessary uses.
Airtraq and EZ-IO are manufactured, sold, and serviced exclusively by Teleflex. Teleflex has
confirmed that it is the sole distributor of the Airtraq and the sole manufacturer and distributor of
EZ-IO, with both systems making use of proprietary technology. Teleflex is located at 3015
Carrington Mill Blvd., Morrisville, NC 27560.
Accordingly, pursuant to Section 18-92 (a) (1) of the Code of the City of Miami, it is recommended
that the requirements for competitive bidding be waived, and the above mentioned findings be
approved; Teleflex, a non -local vendor, is the sole source provider of the EZ-IO and Airtraq, and
approving the purchase of Airtraq and EZ-IO from Teleflex for Fire -Rescue, on an as needed basis,
for a period of one (1) year, renewable annually, subject to an annual finding of sole source by the
Chief Procurement Officer and approved by the City Manager; allocating funds from various
sources of the end -user department, subject to budgetary approval at the time of need.
