Purpose of Item:
A Resolution of the Miami City Commission, with attachment(s), establishing a new
Special Revenue Project titled: "FY 2020 Speed/Aggressive Driving Enforcement
Saturation Patrol Project," authorizing the City Manager to accept a grant award, in
substantially the attached form, from the Florida Department of Transportation and
appropriating funds in the amount of $185,000 for the Miami Police Department, to
provide funding for speed/aggressive driving deterrence; further authorizing the City
Manager to designate the Chief of Police, or his designee, to execute any and all other
necessary documents, in a form acceptable to the City Attorney, in order to implement
the acceptance and administration of said grant award. This award does not require any
local match.
Background of Item:
The City of Miami ("City") submitted a grant application to the Florida Department of
Transportation ("FDOT") and requested $500,000 to fund highway safety. The City
received notification that said application was approved for funding in an amount not to
exceed $185,000 for personnel services. The implementation of this project's cost will
be allocated towards personnel services which will cover overtime salaries and benefits
to include FICA and FLSA. Funds from this grant will be used to continue the City's
effort to decrease speed/aggressive traffic incidents, as well as, increase high visibility
police presence to reduce serious vehicular fatalities in the City to enhance the Miami
Police Department's enforcement efforts and deterrence capabilities. The covering
period for this grant is October 1, 2019 to September 30, 2020.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT TITLED "FY 2020
SPEED/AGGRESSIVE DRIVING ENFORCEMENT SATURATION PATROL
PROJECT"; AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT AWARD
FROM THE FLORIDA DEPARTMENT OF TRANSPORTATION ("FDOT") IN THE
AMOUNT OF $185,000.00, WITH NO CITY OF MIAMI MATCH REQUIRED, AND
APPROPRIATE SAID FUNDS TO THE MIAMI POLICE DEPARTMENT ("MPD") FOR
SPEED/AGGRESSIVE DRIVING DETERRENCE EDUCATION; FURTHER
AUTHORIZING THE CITY MANAGER TO EXECUTE THE GRANT AGREEMENT, IN
SUBSTANTIALLY THE ATTACHED FORM, WITH FDOT; FURTHER AUTHORIZING
THE CITY MANAGER TO DESIGNATE THE CHIEF OF POLICE OR ANY OTHER
DESIGNEE TO EXECUTE ANY AND ALL OTHER NECESSARY DOCUMENTS, ALL
IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, IN ORDER TO IMPLEMENT
THE ACCEPTANCE AND ADMINISTRATION OF SAID GRANT AWARD.
WHEREAS, the City of Miami ("City") submitted a grant application to the Florida
Department of Transportation ("FDOT") to fund a motor vehicle and highway safety initiative
("Project"); and
WHEREAS, the City received notification that said application was approved for funding
in an amount not to exceed $185,000.00 ("Grant") for reimbursement of the Project's personnel
and services; and
WHEREAS, the implementation of the Project's costs will be allocated towards
personnel which will cover overtime salaries and benefits including those provided pursuant to the
Federal Insurance Contributions Act and Federal Labor Standards Act; and
WHEREAS, the Grant will be used to continue the City's effort to decrease
speed/aggressive traffic incidents, increase instances of high visibility and saturation patrol by the
Miami Police Department ("MPD") to reduce the likelihood of vehicular collisions and fatalities in
the City, and to enhance MPD's enforcement efforts and deterrence capabilities on roadways; and
WHEREAS, the period for the Grant commences on October 1, 2019 and terminates on
September 30, 2020; and
WHEREAS, there are no matching funds required from the City for the Grant; and
WHEREAS, the City Manager is requesting authorization to accept the Grant and to
establish a new Special Revenue Project for the appropriation of said Grant;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: FY 2020 Speed/Aggressive Driving
Enforcement Saturation Patrol Project
RESOURCES:
FDOT $185,000.00
APPROPRIATIONS: Highway Safety
$185,000.00
Section 3. The City Manager is authorized' to execute the grant agreement, in
substantially the attached form, with FDOT.
Section 4. The City Manager is further authorized to execute any and all necessary
documents, all in a form acceptable to the City Attorney, for the purposes stated herein.
Section 5. The City Manager is authorized' to designate the Chief of Police or any other
designee to execute the necessary documents to implement the acceptance of the Grant with
no City matching funds required, for the overtime reimbursement of MPD's members conducting
high visibility for speed/aggressive driving deterrence.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City of Miami Commission.
