Subject: Authorize Access - Southeast Florida Governmental Purchasing Co -Operative
Purpose of Item:
The nature of this item is to authorize a Resolution of the Miami City Commission,
authorizing the accessing of all competitively solicited contracts via the existing
Southeast Florida Governmental Purchasing Cooperative Group ("Southeast Co -Op"),
subject to any renewals, extensions, new or replacement contracts by the Southeast
Co -Op, to be utilized Citywide, on an as needed contractual basis, subject to the
availability of funds and budgetary approval at the time of need; further acknowledging
the cooperative procurement benefits of the Southeast Co -Op that enables the City of
Miami ("City") to aggregate its purchasing volume with that of other participating
member public agencies, in order to realize a larger percentage discount pricing
structure to the financial benefit of the residents of the City. Authorizing the City
Manager to negotiate and execute all other documents, including any amendments,
renewals, and extensions, subject to allocations, appropriations and budgetary approval
having been previously made, and in compliance with applicable provisions of the Code
of the City of Miami, Florida, as amended, ("City Code"), including, the City of Miami's
procurement ordinance, anti -deficiency act, and financial integrity principles, all as set
forth in chapter 18 of the City Code, in a form acceptable to the City Attorney, and in
compliance with applicable regulations, as may be necessary for said purpose.
Background of Item:
Southeast Co -Op offers member public agencies, free of charge, access to contracts
which have been awarded via a competitive solicitation process conducted by a
member public agency. Southeast Co -Op assists member public agencies in reducing
the costs of purchased goods and services by pooling the purchasing power of these
public agencies Southeast Florida Region. Membership in Southeast Co -Op, as well as
the other Purchasing Cooperatives the City is a member of, provide tools to streamline
the Procurement process and enable the City access to larger discounts in order to
reduce costs. The City is currently the leading agency for (2) two contracts, which were
competitively solicited and received greater discount by taking in consideration the
participating public agency's needs, for the CoOp.

A RESOLUTION OF THE MIAMI CITY COMMISSION PURSUANT TO SECTION 18-
113 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED ("CITY
CODE"), AUTHORIZING THE ACCESSING OF ALL COMPETITIVELY SOLICITED
AND AWARDED CONTRACTS AVAILABLE VIA THE SOUTHEAST FLORIDA
GOVERNMENTAL PURCHASING CO-OPERATIVE GROUP ("SOUTHEAST CO-OP"),
SUBJECT TO ANY AMENDMENTS, RENEWALS, EXTENSIONS, NEW, OR
REPLACEMENT CONTRACTS BY THE SOUTHEAST CO-OP, TO BE UTILIZED
CITYWIDE ON AN AS NEEDED CONTRACTUAL BASIS, SUBJECT TO THE
AVAILABILITY OF FUNDS AND BUDGETARY APPROVAL AT THE TIME OF NEED;
ACKNOWLEDGING THE COOPERATIVE PROCUREMENT BENEFITS OF THE
SOUTHEAST CO-OP, THAT ENABLES THE CITY OF MIAMI ("CITY"), AS A
PARTICIPATING MEMBER PUBLIC AGENCY, TO AGGREGATE ITS PURCHASING
VOLUME WITH THAT OF OTHER PARTICIPATING MEMBER PUBLIC AGENCIES,
IN ORDER TO REALIZE A LARGER PERCENTAGE DISCOUNT PRICING
STRUCTURE, TO THE FINANCIAL BENEFIT OF THE RESIDENTS OF THE CITY;
FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE
ANY AND ALL DOCUMENTS, INCLUDING ANY AMENDMENTS, RENEWALS,
EXTENSIONS, NEW, OR REPLACEMENT CONTRACTS, SUBJECT TO ALL
ALLOCATIONS, APPROPRIATIONS, PRIOR BUDGETARY APPROVALS, AND
COMPLIANCE WITH ALL APPLICABLE PROVISIONS OF THE CITY CODE,
INCLUDING THE CITY'S PROCUREMENT ORDINANCE, ANTI -DEFICIENCY ACT,
AND FINANCIAL INTEGRITY PRINCIPLES, ALL AS SET FORTH IN CHAPTER 18 OF
THE CITY CODE, ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, AND IN
COMPLIANCE WITH ALL APPLICABLE RULES AND REGULATIONS, AS MAY BE
DEEMED NECESSARY FOR SAID PURPOSE.
WHEREAS, the Southeast Florida Governmental Purchasing Co-operative Group
("Southeast Co-op") offers all participating member public agencies, free of charge, access to
contracts which have been competitively solicited and awarded by one of its participating
member public agencies; and
WHEREAS, the Southeast Co-op assists participating member public agencies in
reducing the costs of purchasing goods and/or services by pooling together the purchasing
power of all the participating member public agencies of which the Southeast Co-op is
comprised in order to realize a larger percentage discount pricing structure to the benefit of the
residents of all the participating member public agencies; and
WHEREAS, the adoption of this Resolution, pursuant to Section 18-113 of the Code of
the City of Miami, Florida, as amended ("City Code"), will enable all City of Miami ("City")
Departments to purchase goods and/or services on an as needed contractual basis, utilizing all
competitively solicited and awarded contracts available through the Southeast Co-op, subject to
the availability of funds and budgetary approval at the time of need;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and Incorporated as if fully set forth in this Section.
Section 2. The cooperative procurement benefits of the Southeast Co-op that enable
the City, as a participating member public agency, to aggregate its purchasing volume with that
of other participating member public agencies in order to realize a larger percentage discount
pricing structure to the financial benefit of the residents of the City is acknowledged.
Section 3. The accessing of all competitively solicited and awarded contracts available
via the Southeast Co-op, subject to any amendments, renewals, extensions, new, or
replacement contracts, by the Southeast Co-op, to be utilized Citywide on an as needed
contractual basis, subject to the availability of funds and budgetary approval at the time of need,
is authorized.'
Section 4. The City Manager is further authorized' to negotiate and execute any and all
documents, including any amendments, renewals, extensions, new, or replacement contracts,
subject to all allocations, appropriations, prior budgetary approvals, and compliance with all
applicable provisions of the City Code, including the City's Procurement Ordinance, Anti -
Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City Code,
all in a form acceptable to the City Attorney, and in compliance with all applicable rules and
regulations, as may be deemed necessary for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
