Authorizing the City Manager to negotiate and execute all other documents, including any amendments, renewals, and extensions, subject to allocations, appropriations and budgetary approval having been previously made, and in compliance with applicable provisions of the Code of the City of Miami, Florida, as amended, ("City Code"), including, the City of Miami's Procurement Ordinance, Anti -deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City Code, in a form acceptable to the City Attorney, and in compliance with applicable regulations, as may be necessary for said purpose. Background of Item: The Office of Grants Administration ("Grants") has identified a need for the provision of Families First Parenting Program meals services, on an as needed basis. On June 14, 2019, the Department of Procurement ("Procurement") on behalf of Grants, issued IFB No. 1073381, for the provision of Families First Parenting Program Meals Services. As required by the Procurement Code, the IFB was advertised and issued online. On July 15, 2019, at the bid closing, one (1) bid was received. Procurement is recommending award to Creative Tastes, which met all requirements, per the bid specifications, and is the apparent responsive and responsible Bidder. The estimated contract amount is approximately $17,610.24 annually (approximately $88,051.20 for all five (5) years). WHEREAS, the City of Miami's ("City") Office of Grants Administration ("Grants") has a need for the provision of the Families First Parenting Program Meals Services, on an as needed basis ("Services"); and WHEREAS, on June 14, 2019, the City's Department of Procurement ("Procurement"), on behalf of Grants, issued Invitation for Bid ("IFB") No. 1073381 to establish a contract for the provision of the Services for an initial term of three (3) years, with the option to renew for one (1) additional two (2) year period; and WHEREAS, on July 15, 2019, a single bid was received in response to IFB No. 1073381 for the provision of the Services from Randazzo Catering, Inc. d/b/a Creative Tastes Catering, a Florida profit corporation ("Creative Tastes"), the sole responsive and responsible bidder; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The single bid received July 15, 2019 pursuant to IFB No. 1073381 to establish a contract for the provision of the Services from Creative Tastes, the sole responsive and responsible bidder, for an initial term of three (3) years, with the option to renew for one (1) additional two (2) year period is accepted. Section 3. Funds shall be allocated from Grants Special Revenue Fund Account No. 15502.371000.549000.0000.00000 and such other sources of funds, subject to the availability of funds and budgetary approval at the time of need. Section 4. The City Manager is authorized to negotiate and execute all documents, including any amendments, renewals, and extensions, subject to all allocations, appropriations, and prior budgetary approvals, in compliance with all applicable provisions of the Code of the City of Miami, Florida, as amended ("City Code"), including the City's Procurement Ordinance, Anti -Deficiency Act, and Financial Integrity Principles, all as set forth in Chapter 18 of the City Code, all in a form acceptable to the City Attorney, and all in compliance with all applicable rules and regulations as may be deemed necessary for said purpose. Section 5. This Resolution shall become effective immediately upon its adoption and signature by the Mayor.'
