City of Miami API Program Funding Request
United Way of Miami -Dade

Neighborhood/Community being served: West Little River; Liberty City; Little Havana; Allapattah;
Overtown; Shenandoah
Proiect/Program Description:
The Center for Excellence in Early Education and the Early Head Start -Childcare Partnership program
focus on positive child and family outcomes as we work to close the achievement gap and build better
futures for children and families. We work to build capacity for center based child care centers, family
child care homes, partner leaders, and teachers who participate in high quality, well -implemented
programs serving our community's most vulnerable families and children from birth to age 5. Through a
two -generational framework, our program equips parents with valuable information and resources to
ensure their child's success. Through collaborative community partnerships and dedicated, qualified
staff, we provide individualized, developmentally appropriate services in order to maximize a child's
potential and well-being.
As the Head Start Performance Standards mandate, the cost of the program is split between the federal
grant award at 80 percent of funding and the grantee is to fund the remaining 20 percent from local
sources. Local support allows our program to further leverage funding; specifically, an investment of
$46,800 from the City of Miami would allow us to leverage $187,200 of federal funds for a total impact
of $234,000 to the children and families of our community.
Please describe how this program/project and funding will alleviate poverty within the City of Miami:
The Center for Excellence in Early Education and Early Head Start -Childcare Partnership Program provide
early care and education to children and their families. With an emphasis on school readiness and
comprehensive services, this framework allows families to build a strong foundation, placing them on
the path to success. The eligibility guidelines of the program are designed to serve those who are most
in need. Most families enrolled in the program are at or below 100 percent of the Federal Poverty
Guidelines. Education is the most essential anti -poverty tool we have in order to address generational
poverty. Early education, in particular, builds a strong foundation for success in school and in life.
Because we serve the community's families who are most in need, connecting families to support
services is integral in our comprehensive, direct service framework. Our program equips parents with
valuable information and resources to ensure their child's success. We support parents in their role as
their child's first and most important teachers and promote community engagement so that families
may have access to a variety of services they need.
Describe overall expected outcomes and performance measures for this project/program:
The program's school readiness goals, program goals, curriculum, and assessment tools align with the
Head Start Early Learning Outcomes Framework. Our Teaching Strategies Gold Assessment system is
used to track child development, as teachers create individualized activities, based on children's needs.
Our data tracking system, ChildPlus, allows us to analyze and store date.
Studies within our Educare network show that children who receive high -quality early education are
18% more likely to be employed, 24% more likely to own a home, 53% less likely to have an arrest, and
more likely to have higher earnings.
