Subject: Direct City Manager - Develop Guidelines for Urban Core Existing Buildings
Purpose of Item:
A Resolution of the Miami City Commission directing the City Manager to instruct
appropriate City of Miami staff to research and develop guidelines and regulations to
help ensure a more resilient city in relation to existing buildings in the urban core and
report back in 180 days. The urban core is a vital economic engine in the City of Miami
and reducing disruptive impact of current and future stresses related to climate is
essential to the future economic viability of the City of Miami.
Background of Item:
The City of Miami's Sea Level Rise Committee passed a resolution during their May 6,
2019 regular meeting in support of researching and developing guidelines and
regulations to help ensure a more resilient city in relation to existing buildings in the
urban core.
At the core of this resolution is the concept of "Future Proofing" existing buildings in the
Urban Core of the City of Miami to reduce the risk and damage on climate -related
stresses such as flash flooding, storm surge events and more intense and constant
future flooding related to sea level. The intention is to help existing building owners with
a series of guidelines and regulations that will assist them in future proofing their
buildings

A RESOLUTION OF THE MIAMI CITY COMMISSION, DIRECTING THE CITY
MANAGER TO RESEARCH AND DEVELOP GUIDELINES AND REGULATIONS FOR
EXISTING COMMERCIAL AND MULTI -FAMILY BUILDINGS WITH 20,000 SQUARE
FEET OR MORE OF FLOOR AREA, IN THE URBAN CORE TO ENSURE A MORE
RESILIENT CITY AND REPORT BACK TO THE CITY COMMISSION WITHIN ONE
HUNDRED EIGHTY (180) DAYS.
WHEREAS, the City of Miami ("City") has the greatest amount of existing buildings
at risk to the impact of sea level rise compared to any other urban center in the world; and
WHEREAS, the City's urban core is a vital economic engine in the City and
reducing disruptive impacts of current and future stresses related to the climate is
essential to the future economic viability of the City; and
WHEREAS, the City desires to protect its stock of buildings in order reduce the risk
of insurance for these buildings as well as the insurance rating of the City as a whole; and
WHEREAS, the City further wishes to "future -proof" existing buildings in the urban
core to reduce the risk and damage on climate -related stresses such as flash flooding,
storm surge events, and more intense and constant future flooding related to sea level by
enacting guidelines and regulations that will assist existing building owners in such "future -
proofing"; and
WHEREAS, the City Commission wishes for the members of the Sea Level Rise
Committee's Building and Zoning Code Subcommittee to establish an initial outline for a
future -proofing strategy that would be the guidelines for engaging experts and appropriate
City staff with this endeavor; and
WHEREAS, the Sea Level Rise Committee adopted a resolution recommending that the
City Commission direct the City Manager to instruct appropriate City staff to research and
develop guidelines and regulations to help ensure a more resilient City in relation to existing
buildings in the urban core;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission hereby directs the City Manager, in conjunction with
the Sea Level Rise's Building and Zoning Code Subcommittee (or its functional equivalent), to
research and develop guidelines and regulations for existing buildings with 20,000 square feet
or more of floor area in the urban core (which includes, but is not limited to, Downtown, Brickell,
Edgewater, Midtown, and Wynwood) to ensure a more resilient City and report back to the City
Commission within one hundred eighty (180) days.
Section 3. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.

1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
