WHEREAS, the Florida Legislature passed the Florida Energy Efficiency and Conservation Act (FEECA) in 1980 to reduce peak electricity demand and energy consumption; and WHEREAS, in 2008, the Florida Legislature amended FEECA to include an emphasis on cost-effective energy conservation measures; and WHEREAS, FEECA requires that the Florida Public Service Commission (PSC) (5) years;and WHEREAS,the current 2019 FEECA proceedings before the PSC present an WHEREAS, energy use among the built environment, consisting of residential and commercial buildings, is a significant contributor to greenhouse gas emissions; and WHEREAS, energy conservation and efficiency programs and policies that promote behavioral and operational changes by residents and building owners can significantly reduce energy demand from the built environment, which is of high importance tothe City of Miami; and WHEREAS, the PSC is statutorily required, at a minimum,to establish goals for utilities regulated by FEECA and review such goals every five (5) years; and WHEREAS, in turn, the utilities are required to develop cost-effective demand-side management plans that meet those goals and submit them to the PSC for approval; and WHEREAS, the 2019 FEECA proceedings present a once in five (5) year opportunity to reset and improve the energy conservation goals for largest utilities; and WHEREAS, improved conservation goals will generally lead to more robust energy efficiency programs and options directed at residential and commercial customers that reduce energy usage and provide economic and environmental benefits; and WHEREAS, the Sea Level Rise Committee adopted aresolution encouraging the PSC to set meaningful energy efficiency goals in the 2019 FEECA proceedings; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Commission hereby urges the PSC to set meaningful energy efficiency goals in the 2019 FEECAproceedings, including establishing a strong energy efficiency resource standard for Florida, adopting a strong demand-side management program that includes utility rebates,and leveraging federal weatherization assistance program funds to provide greater assistance to low income homeowners. Section 3. This City Clerk is directed to transmit this resolution to the Chairperson and Clerk of the PSC. Section 4. The City Manager is authorized to file this Resolution in any relevant FEECA PSC administrative proceeding docket. Section 5. This Resolution shall become effective immediately upon its adoption and 1 signature of the Mayor. APPROVED AS TO FORM AND CORRECTNESS: 1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
