• "About three times a week, Kristina Sawyckyj encounters a familiar obstacle while navigating Seattle's streets and
sidewalks: a brightly colored, free-floating rentable bike in the way.
• "They are completely blocking the roadway or blocking a curb cut or blocking the button to change the light" said
Sawyckyj, who uses a wheelchair. New numbers from the Seattle Department of Transportation (SDOT) show
Sawyckyj's experience is common."

Seattle SDOT cuts dockless motorized bikeshare fleets again after more poorly parked bikes;
Improperly parked bikeshares have become a prevalent issue in Seattle. (SDOT)
• "Seattle's bikeshare vendors continue to struggle to meet permit -compliance thresholds for bikeshare
parking," SDOT's Q2 [2019] bikeshare report reads. "... whatever the reasons for the increase in
obstructions in Q2, neither bikeshare vendor made changes in their bikeshare operations that
addressed this ongoing issue."

or permanently remove bicycles."

Class Action Disability Lawsuit Targets City of San Diego Over Dockless Scooters & Bikes
Blocking Sidewalks & Pedestrians
• As the San Diego City Council begins debating regulations for motorized scooters this week, the city is
also preparing to respond to a lawsuit claiming the new devices have caused discrimination against
people with disabilities.
• The lawsuit, which was filed in a federal district court last month and seeks to be a class action, claims
both the city and scooter rental companies Lime, Bird and Razor have failed to prevent people from
riding or parking scooters on sidewalks.
• Scooters have blocked people with disabilities from accessing the public right-of-way, the plaintiffs
claim, and have turned sidewalks into a "vehicle highway" where pedestrians are at risk of injury.
• "People with disabilities who wish to travel in the City using the City's walkways are being forced to
either put their physical safety at risk or just stay home," the complaint reads. "This is not a choice that
they should have to make."

NPR: Lime works to recharge its dockless motorized Seattle bike fleet, following a rash of
dead batteries
• "The maintenance gap became apparent Friday when a reporter commuted from Third Avenue to South Lake
Union. After 22 failed attempts along Pike Street and Eighth Avenue, the 23rd Lime e-bike was rideable. In early
evening, six in Belltown wouldn't launch."
• "On Monday morning, 13 attempts to ride a Lime bike — and three of six rival Jump bikes, owned by car -hailing
giant Uber — failed on the waterfront from Olympic Sculpture Park to Interbay.
• Until this month, availability for Lime e-bikes was about 70 percent based on 82 trip attempts by Traffic Lab
since early 2018. But in unscientific September spot-checks, only 24 of 99 Lime bikes and 8 of 16 Jump bikes
activated."
• The Lime company says maintenance teams are scrambling to re -power its green electric bicycles across Seattle
this week, after an early -September stretch when many bikes were unrideable.

an announcement to users in Atlanta and San Diego: The company was pulling all of its e-bikes from Atlanta by
Friday, September 13, and from San Diego the following week."

letters earlier this month."

CNN: Scooters are a huge problem for cities. No one knows how to solve it yet; GPS
geofencing ineffective
• "Stewart Goodwin tried to put a stop to the constant flow of scooters into the plaza he oversees. He spoke to
the government and scooter companies, but to no avail. "We still find scooters in our fountains," Goodwin,
executive director of the Indiana War Memorials in Indianapolis, told CNN Business. "We find them in the canal.
We find them strewn all over the sidewalks."
• "In the Wild West of transportation, no one knows what to do about scooters. They appeared suddenly in many
cities, triggering complaints of Butter and blocked sidewalks. "
• "When ridden, scooters emerged as sidewalk bullies — fast enough to unsettle pedestrians and create safety
