Garcia, City of Miami Planning Arthur Noriega, Miami Parking Authority Adele Valencia, City of Miami Code Compliance David Snow, City of Miami Planning Alejandra Argudin, Miami Parking Authority Angel Diaz Jr., Miami Parking Authority Lazaro-Daniel Orta, City of Miami Code Compliance Daniel Prats, City of Miami District 2 Marta Martinez-Aleman, Miami -Dade County District 3 Amy Hughes, City of Miami Commissioner District 5 Rolando Aedo, Greater Miami Convention & Visitors Bureau David Polinsky, Fortis Design + Build Michelle Cintron, ArquitectonicaGEO Liza Gallardo Walton, Miami Social Marketing Kelly Penton, Kivvit PR Fernanda Paguaga, Kivvit PR Manny Gonzalez, Wynwood BID Aleksander Sanchez, Wynwood BID Chris Hoffman, Wynwood BID 1 I 11IOVL €NT ` IM flI STRICTSTRICT WYNWOOD • Executive Director, Many Gonzalez, called the Wynwood Business Improvement District Board of Directors Retreat to order at 8:45 a.m. • It was noted that Goldman Properties granted the Wynwood BID allowance to host the Board of Director's Retreat within the Magnus Art Gallery at the Wynwood Walls, 2525 NW 2 Ave, Miami, FL 33127. • Commissioner Ken Russell provided the first presentation at the Wynwood Board of Director's retreat at 8:30 a.m. • As per Commissioner Russell, it was noted that the Wynwood Arts District shares boundaries with both District 2 and District 5 of the City of Miami. • Commissioner Ken Russell is responsible for the section of the Wynwood BID District between North Miami Avenue and the FEC railway track. • As per Commissioner Ken Russell, Wynwood is recognized as an "incubator for urbanism". • As per Albert Garcia, Commissioner Ken Russell was a key figure in support of the development and the City of Miami Commission approval of the NRD-1 • It was noted that Commissioner Ken Russell is seeking re-election for District 2 of the City of Miami. • As per Commissioner Ken Russell, the Omni Community Redevelopment Agency (CRA) bought a property on the Southeast quadrant of Wynwood for development of affordable housing and retail space. • It was noted that Commissioner Ken Russell implored the Wynwood BID to support the renewal of the Omni CRA. • As per Commissioner Ken Russell, the proceeds received from the scooter companies are being allocated for the development of bike infrastructure. • As per Commissioner Ken Russell, there roughly 4% of the shared scooters exit the boundaries of District 2. • It was noted that Deputy Director Juvenal Santana attended on behalf of the City of Miami Department of Resilience & Public Works and provided an update on the services their department provides to the City of Miami. • As per Juvenal Santana, the City of Miami Department of Resilience and Public Works departments and have roughly 160 staff members. 2 I 11IOVL €NT ` IM flI STRICTSTRICT WYNWOOD • It was noted that the department entered into a contract with Florida Power & Light (FPL) on 2018 to retrofit existing roadway lights within the City of Miami with LEDs. Due to discussion with the Wynwood BID, Wynwood was one of the first neighborhoods in the City of Miami to have the LED initiative implemented. • It was noted that the Department of Resilience & Public Works is collaborating with the Planning Department and ArquitectonicaGEO for the development of the Wynwood Streetscape & Street Tree Masterplan. • It was noted that means of funding the development of the Wynwood woonerfs is to be determined. • It was noted that Juvenal Santana suggested the BID develop a separate trust fund to subsidize development of the woonerfs. • It was noted that the Public Works Department is working with utility companies, in conjunction with input from the Wynwood BID, for the removal of "double poles" to clear the public right of way of any unnecessary impediments. • It was noted that Marlo Courtney requested streamlining the means of processing Maintenance of Traffic (MOT) for less complicated projects. It noted that the Wynwood Still have problems with reviewing plans. • As per Juvenal Santana, the Department of Public Works estimates MOTs submissions take up to 45 days to process. It was noted that the City of Miami launched Electronic Planning (e-Plan) on October 1, 2019 to streamline and review process for submitted plans. • It was noted that e-Plan has been largely successful but some projects in the review process were significantly prolonged due the nature of the transition to e-Plan. • As per Juvenal Santana, suggests the City code will need to be amended. It was noted that Community Liaison, Amy Hughes, was in attendance on behalf of the Office of Commissioner Keon Hardemon, City of Miami District 5. • It was Joseph Ruiz, Zoning Administrator and Director of the Zoning Office for the City of Miami, was in attendance and provided an overview of the services his department provides to Wynwood and the City of Miami. • It was noted the Joseph Ruiz urged the Wynwood BID Board of Directors to utilize the BID staff for zoning concerns within the district boundaries. • As per Joseph Ruiz, the City of Miami noise ordinance is antiquated, and the Zoning Department is actively working to amend to ordinance. 3 MI11g €NT ` I flI STRICTSTRICT WYNWOOD • As per Joseph Ruiz, it was noted that Joseph Napoli is developing a multidepartment team of city employees tasked with addressing TUPs, special events, brick & mortars and how they all relate to the noise ordinance. • It was noted that special events without proper oversight are a growing concern for the City of Miami e.g. Gro Wynwood (2700 NW 2 Ave). • It noted that Kelly Penton and Fernando. Paguaga from Kivvit Public Relation were in attendance and provided an overview of the services they provide the Wynwood BID. • It was noted that Kivvit is the public relations service provider for the Wynwood BID. • Kivvit PR provided a video presentation summary of Wynwood and of the PR initiatives that Kivvit has been in charge of throughout the past fiscal year. • Leslie Sharpe lauded Chris Hoffman and Kivvit for the involvement in the televised Miami Today segment concerning DNC debates in Miami. • Marlo Courtney announced that the Wynwood Garage (321 NW 26 St) was awarded the 2019 ULI Global Award for Excellence. • Former Wynwood BID Planning & Zoning Committee Chairman, David Polinsky, made introductions on behalf of the City of Miami Planning Department. • It was noted that the City of Miami Planning Department Director, Francisco Garcia, and Chief of Urban Design, David Snow, were in attendance. • It was noted that Francisco Garcia was recognized by the BID as an instrumental figure in the development of the Neighborhood Revitalization District (NRD) zoning overlay. • The NRD was a Wynwood BID led effort, in partnership with the City of Miami Planning Department and PlusUrbia, to create the City of Miami's first Neighborhood Revitalization District plan. • The NRD Plan set forth new zoning regulations for Wynwood that encourages new, mixed -use residential and office developments, creates dedicated funding for neighborhood improvements, promotes pedestrian -focused streets and preserves the area's unique artistic and industrial character. • It was noted that Francisco Garcia considers the Wynwood NRD a resounding success. • It was noted that the BID continues to work closely with the Planning Department to build on the success of the NRD and in 2018 the Miami City Commission voted to approve amendments to Wynwood's NRD-1 zoning regulations that will encourage small-scale development and further adaptive reuse in Wynwood 4 MI11g ENT ` I flI STRICTSTRICT WYNWOOD • It was noted that lack of sufficient parking is a growing concern for Wynwood. • David Polinsky alluded to the Midtown Tri-Rail Station Siting Study facilitated by Garcia -Pons & Associates. The report was commissioned by the BID to identify and address the future mobility needs of the Wynwood/Midtown/Edgewater district. • The other intent of the Study was to explore demographic characteristics and development capacities within potential Transit Station Area sheds (areas within a 1/2 mile radius of a transit station) to help identify possible transit station locations along the existing FECI Corridor near Midtown Miami • As Per David Snow, the Planning Department is working with ArquitectonicaGEO and the BID to underground utilities as per the Wynwood Streetscape + Street Tree Master Plan. • David Snow lauded the Wynwood Design Review Committee (WDRC) for their success in reviewing and recommending to the Director of Planning and Zoning and the Urban Development Review Board (UDRB), pursuant to the NRD-1 and Miami 21, whether the design of developments and/or improvements to properties within the boundaries of the NRD-1 are compatible with the cultural and architectural character of the Wynwood Arts District. • It was noted that Community Affairs/District 3 Press Liaison, Marta Martinez-Aleman, was in attendance on behalf of the Office of Chairwoman Audrey M. Edmonson, Miami - Dade County District 3. • It was noted that Rolando Aedo, Chief Operating Officer for the Greater Miami Convention & Visitors Bureau (GMCVB), was in attendance and provided an overview of the services provided by his organization. • The GMCVB is a sales and marketing organization tasked with promoting Miami- Dade as destination. • As per Rolando Aedo, the GBCVB has been involved with Goldman Properties, including BID Board member Marlo Courtney, for several years due their role in the revitalization of the Miami Beach area. • It was noted that the GMCVB is funded via Miami -Dade County collected "bed tax" on all transient rentals (less than 6 months) in all areas of the County except for Bal Harbour and Miami Beach. • It was noted that the GMCVB produces several promotions year-round via the Miami Temptations Programs, including Miami Spice. 5 MI11g €NT ` I flI STRICTSTRICT WYNWOOD • It was noted that notable Wynwood establishments, e.g. the Wynwood Walls And Mana Convention Center, have been inserted into the GVCVB website and various promotional materials at the behest of the Wynwood BID. ■ Reference Motion #1 • It was noted that Rolando Aedo requested the Wynwood BID look into participating in the GMCVB co-op marketing initiatives. ■ As per Rolando Aedo, the GMCVB primarily targets the international market. • It was noted that the GMCVB has a Business Intelligence Team that support their various marketing programs by gathering and analyzing data and trends. • The Business Intelligence Team develop visitor trends through dissemination and collection of surveys. • Research & Strategic Planning also conducts specialized research for GMCVB partners and responds to data inquiries from various groups including partners, media and staff, in addition to developing research programs containing psychographic and demographic information • City of Miami Director of Solid Waste, Mario Nunez, provided a presentation to the Wynwood Board of Director's. • The Wynwood BID lauded Mario Nunez and the Department of Solid Waste for increasing the number waste containers from 16 to 50 in response to the BID's requests during the 2018 Wynwood Retreat. • The Wynwood BID also lauded Mario Nunez and the Department of Solid Waste for their sanitation efforts for the 2018 Halloween and Art Week events. • It was noted that that Mario Nunez was instrumental in managing an action plan for the Zika crisis that afflicted Wynwood in 2017 and has been proactive in mitigating the mosquito population. • It was noted that the City of Miami Department of Solid Waste is receptive to addressing all public health scares. • It was noted that the yellow waste containers that are deployed on NW 2 Ave during Wynwood's Second Saturday are subject to constant vandalism via graffiti and are subsequently rendered inoperable. • Marlo Courtney advised Solid Waste to develop a wrap for the yellow containers to mitigate losses. 6 I 11IOVL €NT ` IM flI STRICTSTRICT WYNWOOD • Manny Gonzalez advised Solid Waste to utilize luggage plastic wrapping in the interim, to avoid having the cans vandalized city-wide. • It was noted that the City of Miami Department of Solid Waste employs a street sweeper every Thursday from 7:OOpm to 4:00am. • It was noted that the Solid Waste Department selected Wynwood as the pilot program area for the installation of C1eanFLEX fill -level sensors on the existing Wynwood area waste containers. • As per Mario Nunez, the C1eanFLEX sensors will monitor utilization rates of the waste containers and develop a dynamic management & routing system to mitigate overflow, improve response time, remove underutilized trash containers, and install trash containers where needed. • It was noted that the installation of the sensors is scheduled to be completed with the next two weeks. • As per Mario Nunez, the C1eanFLEX sensors will be operational within one week of installation. • It was noted that Liza Gallardo Walton, Principal at Miami Social Marketing (MSM), was in attendance. • It was noted that MSM will be managing all the Wynwood BID social media accounts, with the supervision of Chris Hoffman & Albert Garcia, effective August 1, 2019. • Michelle Cintron from ArquitectonicaGEO and David Snow from the City of Miami Planning Department provided an update the Wynwood Street Scape + Street Tree Masterplan. • It was noted that the tree palate has been finalized and consists of roughly 70 tree species. • It was noted that the final draft of the Wynwood Street Scape + Street Tree Masterplan is projected to be delivered by August 2019. • It was noted that the Wynwood BID & Board of Director's will be providing final input into the draft before it is presented to the City of Miami Commission for a public hearing. Action Item: • The Wynwood BID will assist ArquitectonicaGEO collecting input for the urban furniture options for Wynwood. Input is needed pertaining to benches, bike racks, litter bins, light fixtures and wayfinding strategies. • 7 I IMPI VL €MT ` IM flI STRICTSTRICT WYNWOOD • It was noted that the Chief Executive Officer of the Miami Parking Authority (MPA), Arthur Noriega, was in attendance along with the Chief Operation Officer, Alejandra Argudin, and the Director of Operations, Angel Diaz Jr and provided an update to the Wynwood BID Board. • As per Arthur Noriega, utilization of the curb is projected to shift towards deliveries and ridesharing in the near future. • Marlo Courtney requested the MPA develop an advocacy campaign to inform users best practices due to rampant parking violations. • It was noted that the violation cost associated with illegal dumping & unloading will increase from $40 to $150 on October 2019. • It was noted that the MPA, considering rampant loading violations, will be increasing enforcement and then reevaluating amount of loading zones in conjunction with input from the BID. • As per Arthur Noriega, the proliferation and increased use of food delivery services such as Uber Eats has been causing major traffic concerns. • It was noted that Arthur Noriega is receptive to having Wynwood as a pilot program location for the designation of rideshare pick up locations. • It was noted that the Wynwood BID will schedule a follow up to select potential locations. • It was noted that the City of Miami Director of Code Compliance, Adele Valencia, and Assistant Director of Code Compliance, Lazaro-Daniel Orta, attended the Wynwood BID Board Retreat along with Financial Officer/Assistant City Manager Fernando J Casamayor • It was noted that the City of Miami Department of Code Compliance currently employs 54 inspectors throughout the City of Miami. • As per Adele Valencia, direct email communication with the department head is the best route for timely and appropriate responses. • It was noted the Code Compliance Afterhours are as follow: Monday -Thursday 5:OOpm - 10:00 pm Friday & Saturday: 24 Hours Sunday: 10:00am - 5:00 pm 8 \�'B11 ns I USR flI TICTICT WYNWOOD • It was noted that the Wynwood BID believes that the Code Compliance department staff is failing to fulfill their duties, specifically when it comes to noise enforcement and other public right of way violations. • It was noted that the Department of Code Compliance expressed interest in coordinating with the Police Department for Operation Dry Hour. • As per Adele Valencia, the Code Compliance Department has experienced a 70% percent increase in reporting activity over the past 2 years. • It is City of Miami working to revamp special events process • Manny Gonzalez advised that a Code Compliance Officer be rotated to different city districts regularly to prevent favoritism and selective enforcement, which tends to happen when one person works a specific neighborhood for decades. • It was noted that Wynwood BID advised Code Compliance to attend the monthly BID Board of Directors meeting • As per Leslie Sharpe, Mana Wynwood is hosting the Style Saves Back -To -School 2019 event on August 17 & 18, 2019 to provide underprivileged students across Florida with brand new uniforms, shoes, belts, socks, backpacks and school supplies for the new school year. • Aleksander Sanchez presented the results of RFP #01-182019 associated with Bookkeeping and Assessment services and the recommendation of the RFP Evaluation Committee. • Manny Gonzalez provided an overview of the Wynwood BID's 2019-2020 annual budget working draft for the Wynwood BID Board of Director's to review and approve. • Meeting adjourned 7:30 pm MOTION SUMMARY: MOTION #1: WYNWOOD BID VISITOR CENTER: • Upon a properly made and seconded motion, it was unanimously resolved to designate the Wynwood BID office (2751 N Miami Ave, #3) as an official GMCVB Wynwood Visitor Center. Albert Garcia provided first motion; David Charette seconded Motion Passed Unanimously 9 I 11IOVL ENT ` IM flI STRICTSTRICT WYNWOOD MOTION #2: APPROVAL OF CCSG BOOKKEEPING AND ASSESSMENT SERVICES, AS PER CONCLUSION OF RFP #01-182019: • Upon a properly made and seconded motion, it was unanimously resolved to award Complete Consulting Services Group the contract for Bookkeeping and Assessment Services, as stated on RFP 01-182019. Albert Garcia provided first motion; Marlo Courtney seconded Motion Passed Unanimously MOTION #3: APPROVAL OF FY'2019-2020 WYNWOOD BID Budget: • Upon a properly made and seconded motion, it was unanimously resolved to approve the Wynwood BID Budget Draft for the 2019-2020 Fiscal Year, totaling $1,292,495.
