HomeMy WebLinkAboutPre-LegislationCity of Miami Legislation Resolution: R-19-0305 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 6065 Final Action Date: 7/25/2019 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), APPROVING THE SINGLE FAMILY CODE COMPLIANCE ELDERLY LOAN ASSISTANCE PILOT PROGRAM, AS MORE PARTICULARLY SPECIFIED IN EXHIBIT "A," ATTACHED AND INCORPORATED; ALLOCATING GRANT FUNDS IN THE AMOUNT OF $500,000.00 FROM THE DISTRICT 1 COMMISSIONER'S SHARE OF THE CITY OF MIAMI'S ("CITY") ANTI- POVERTY INITIATIVE FUNDS TO ASSIST THE CITY'S ELDERLY HOMEOWNERS IN CORRECTING OUTSTANDING CODE COMPLIANCE VIOLATIONS ON THEIR PROPERTIES; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO COMPLETE THE ALLOCATION OF SAID FUNDS. SPONSOR(S): Commissioner Wifredo (Willy) Gort, Mayor Francis X. Suarez WHEREAS, the City Commission created the Anti -Poverty Initiative Program ("API") to assist low-income residents within the City of Miami ("City"); and WHEREAS, the goal of the "Single Family Code Compliance Elderly Loan Assistance Pilot Program" ("Program") is to provide elderly homeowners assistance with correcting code compliance violations; and WHEREAS, a summary of the Program's policies and guidelines is attached and incorporated as Exhibit "A"; and WHEREAS, the City's Administration recommends approving the Program, as more particularly described in Exhibit "A," attached and incorporated, and allocating grant funds in the amount of $500,000.00 from the District 1 Commissioner's share of the City's API to assist the City's elderly homeowners in correcting outstanding code compliance violations; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The Program as more particularly specified in Exhibit "A," attached and incorporated, is approved. The allocation of grant funds in the amount of $500,000.00 from the District 1 Commissioner's share of the City's API to assist the City's elderly homeowners in correcting outstanding code compliance violations on their properties is authorized.' Section 4. The City Manager is authorized' to negotiate and execute any and all necessary documents, all in a form acceptable to the City Attorney, to complete the allocation of said funds. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: endeCit— y Attor 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
