Purpose of Item:
AUTHORIZING THE ACCEPTANCE OF STATE HOUSING INITIATIVES
PARTNERSHIP ("SHIP") FUNDS IN THE TOTAL AMOUNT OF $405,989.00 FOR
FISCAL YEAR 2019-2020 FOR THE STRATEGIES UNDER THE CURRENT SHIP
LOCAL HOUSING ASSISTANCE PLAN ("LHAP"); FURTHER AUTHORIZING THE
CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL DOCUMENTS
INCLUDING AMENDMENTS, RENEWALS, EXTENSIONS, AND MODIFICATIONS,
ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, AS MAY BE NECESSARY
FOR SAID PURPOSE, SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS
THAT REGULATE THE USE OF SUCH FUNDS.
Background of Item:
In July 1992, the State of Florida enacted the William e. Sadowski Affordable Housing
Act ("Sadowski Act") which allocates a portion of new and existing documentary stamp
taxes, which were paid on the transfer of real estate, to local governments for the
development and maintenance of affordable housing.
The Sadowski Act provides a dedicated revenue source for affordable housing and it
has created the Florida State Housing Initiative Partnership ("SHIP") program.
Pursuant to Resolution No. 19-0140 adopted April 11, 2019, the Miami Cty Commission
approved the City of Miami ("City") Local Housing Assistance Program ("LHAP") for the
period from July 1, 2019 until June 30, 2022, allowing the City's continued participation
in the SHIP program.
On May 1, 2019, the City of Miami ("City") was notified by the Florida Housing Finance
Corporation of a distribution of SHIP funds in the total amount of $405,989.00 for State
Fiscal Year ("FY") 2019-2020.
The City Administration recommends the acceptance of SHIP funds in the total amount
of $405.989.00 for FY 2019-2020 for the strategies under the current SHIP LHAP.

A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE
ACCEPTANCE OF STATE HOUSING INITIATIVES PARTNERSHIP ("SHIP") FUNDS
IN THE TOTAL AMOUNT OF $405,989.00 FOR FISCAL YEAR 2019-2020 FOR THE
STRATEGIES UNDER THE CURRENT SHIP LOCAL HOUSING ASSISTANCE PLAN
("LHAP"); FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE ANY AND ALL NECESSARY DOCUMENTS, INCLUDING AMENDMENTS,
EXTENSIONS, AND MODIFICATIONS, ALL IN FORMS ACCEPTABLE TO THE CITY
ATTORNEY, SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT

WHEREAS, pursuant to Resolution No. 19-0140 adopted April 11, 2019, the Miami City
Commission approved the City of Miami's ("City") Local Housing Assistance Program ("LHAP")
for the period from July 1, 2019 through June 30, 2022, allowing the City's continued
participation in the SHIP program; and
WHEREAS, on May 1, 2019, the City was notified by the Florida Housing Finance
Corporation of a distribution of SHIP funds in the total amount of $405,989.00 for State Fiscal
Year ("FY") 2019-2020; and
WHEREAS, the City's Administration recommends the acceptance of SHIP funds in the
total amount of $405.989.00 for FY 2019-2020 for the strategies under the current SHIP LHAP;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The acceptance of SHIP funds in the total amount of $405,989.00 for FY
2019-2020 for the strategies under the current SHIP LHAP is authorized.
Section 3. The City Manager is authorized to negotiate and execute any and all
necessary documents, including amendments, renewals, extensions, and modifications, all in
forms acceptable to the City Attorney, subject to all federal, state, and local laws that regulate
the use of such funds for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
