BACKGROUND
Due to the drastic reduction in Community Development Block Grant ("CDBG") funds between
2001 and 2011, Public Service agencies' funding allocations were reduced which would have
resulted in reduction of services to residents. The City Commission has continued to provide Social
Service Gap funding annually to ensure that the Public Service agencies continue to provide
continued services to its current customers. The City Commission approved the allocation of
funding to cover public services program shortfall from Social Service Gap program fund account
No. 14010.910101.882000, to the agencies as specified in Exhibit "A" to provide public services
for the City during the Department of Housing and Community Development's (DHCD) program
year that started from October 1, 2019 to September 30, 2020.
As these agencies are familiar with the needs of the community and requirements imposed by the
City and currently performing the services needed by the City. It would therefore be advantageous
to the City to expedite the allocation and waive procurement requirements at this time.
Providing these funds to these organizations will allow residents of the community to have an
uninterrupted service from agencies they are already familiar with, which cannot happen with
procurement process, which could take over 30-40 days.
RECOMMENDATION
In light of the above stated, approval of a waiver of the formal requirements of competitive sealed
bidding methods as not being practicable or advantageous to the City as set forth in the City Code
of Ordinance, as amended, specifically Section 18-85 (A), and the affirmation of these written
findings and the forwarding of the same to the City Commission for ratification by a four -fifths
vote is respectfully requested.
