Background of Item: Due to the drastic reduction in Community Development Block Grant ("CDBG") funds between 2001 and 2011, Public Service agencies' funding allocations were reduced which would have resulted in reduction of services to residents. The City Commission has continued to provide Social Service Gap funding annually to ensure that the Public Service agencies continue to provide continued services to its current customers The City Commission wishes to allocate funding to cover public service program shortfalls for program year 2019-2020 from the Social Services Gap Program fund, Account No. 14010.910101.882000. The City Manager has made a finding, attached and incorporated as Exhibit "B," that pursuant to Section 18-85(a) of the Code of the City of Miami, Florida, as amended ("City Code"), competitive negotiation methods and procedures are not practicable or advantageous to the City of Miami ("City") for obtaining said services and has recommended to the City Commission that the findings be adopted and that competitive bidding methods and procedures be waived. The City Administration recommends the allocation of funds in the amount of $743,000 from the Social Services Gap Program to the agencies as specified in Attachment "A", attached and incorporated, for Public Service activities. WHEREAS, Public Service agency funding allocations, and services to residents, have decreased in the last few years due to the continuous decrease of available Community Development Block Grant ("CDBG") funds; and WHEREAS, the City Commission wishes to allocate funding to cover Public Service program shortfalls for Program Year ("PY") 2019-2020 from the Social Services Gap Program Fund, Account No.14010.910101.882000; and WHEREAS, the City Manager has made a finding, attached and incorporated as Exhibit "B," that pursuant to Section 18-85(a) of the Code of the City of Miami, Florida, as amended ("City Code"), competitive negotiation methods and procedures are not practicable or advantageous to the City of Miami ("City") for obtaining services for Public Service activities and has recommended to the City Commission that the findings be adopted and that competitive bidding methods and procedures be waived; and WHEREAS, the City Administration recommends the allocation of funds in the amount of $743,000.00 from the Social Services Gap Program to the agencies as specified in Attachment "A," attached and incorporated, for Public Service activities; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote, after an advertised public hearing, the City Manager's finding, attached and incorporated as Exhibit "B," that competitive negotiation methods and procedures are not practicable or advantageous to the City pursuant to Section 18-85(a) of the City Code is ratified, approved, and confirmed and the requirements for said procedures are waived Section 3. The allocation of funds, in the total amount of $743,000.00 to the agencies as specified in Exhibit "A," attached and incorporated, for Public Services activities for PY 2019- 2020 is authorized.' Section 4. Funds to be allocated from Social Services Gap Program, Account No. 14010.910101.882000. Section 5. The City Manager is authorized' to negotiate and execute any and all necessary documents, including amendments, extensions, and modifications, all in forms acceptable to the City Attorney, for said purpose. Section 6. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: ndez, ity Attor ey 8/30/2019 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
